REQUEST FOR EXPRESSION OF INTEREST FOR ARCHITECTURAL AND ENGINEERING CONSULTANCY SERVICES (DIGITAL LIBRARY)-REPOSTING The CAMARINES SUR POLYTECHNIC COLLEGES, through the INCOME intends to apply the sum of One Million Nine Hundred Ninety-two Thousand Pesos (1,992,000.00) Only, being the Approved Budget for the Contract (ABC) to payments under the contract for ARCHITECTURAL AND ENGINEERING CONSULTANCY SERVICES (DIGITAL LIBRARY)-REPOSTING. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. The CAMARINES SUR POLYTECHNIC COLLEGES now calls for the submission of short-listing documents for Professional Services/Contract includes 1. Architectural Design (including Interior Design, Landscape Architecture Design, Roadway and Parking); 2. Structural Design; 3. Electrical Engineering Design; 4. Sanitary Engineering Design 5. Mechanical Engineering Design (including ACU and Elevator); 6. Electronics Engineering Design; and 7. Fire protection and alarm system design. Note: The Contractor/Professionals must be guided from the design parameters and the required Technical/supporting documents to be submitted. Short-listing documents of interested consultants must be duly received by the Bids and Awards Commitee (BAC) Secretariat on or before November 4, 2026; 10:00 o’clock in the afternoon at BAC Conference Room, 3rd Floor. CITD Building, CSPC, Nabua, Camarines Sur. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. Interested bidders may obtain further information from CAMARINES SUR POLYTECHNIC COLLEGES and inspect the Bidding Documents at the address given below from October 28 to December 1, 2026. A complete set of Bidding Documents may be acquired by interested Bidders on October 28 to December 1, 2026 from the given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (₱5,000.00) Only. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the COLLEGE, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of Five (5) Consultants, who will be entitled to submit bids. The criteria and rating system for short-listing are: 1. Experience and/or Accreditation/Performance Rating of the Consultant 30% 2. Adequacy of methodology and work plan 30% 3. Qualification and competence of staff 40% 100% Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. The CAMARINES SUR POLYTECHNIC COLLEGES shall evaluate bids to determine the Highest Rated Bid using the Quality Based Evaluation/Selection (QBE/QBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders. The contract shall be completed within ninety (90) calendar days. The CAMARINES SUR POLYTECHNIC COLLEGES reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
