Republic of the Philippines City of Toledo -oOo- SPECIAL BIDS AND AWARDS COMMITTEE ITB No. SBAC-G11-10-2026 INVITATION TO BID FOR: Supply and Delivery of Medicines, Cold Chain Meds And Fluids for Toledo City General Hospital. 1. The City Government of Toledo under the Trust Fund: Drugs and Medicines Supplies - has appropriated the sum of NINE MILLION EIGHT HUNDRED NINETEEN THOUSAND THREE HUNDRED PESOS (Php9,819,300.00) Only, being the Approved Budget for the Contract (ABC) for the Supply and Delivery of Medicines, Cold Chain Meds and Fluids for Toledo City General Hospital. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The City Government of Toledo now invites bids for the Supply and Delivery of Medicines, Cold Chain Meds and Fluids for Toledo City General Hospital. Delivery of goods is required (45) calendar days upon receipt of the Purchase Order (PO) and/or NTP. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary "pass/fail" criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (R.A. 9184), otherwise known as the "Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty (60%) percent interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information from the Special Bids and Awards Committee Office at Toledo Sports Center, Sangi, Toledo City through the BAC Secretariat and inspect the Bidding Documents at the address given below from 8:00 A.M.-5:00P.M. 5. A complete set of Bidding Documents may be acquired by interested bidders starting on October 30, 2026 up to November 23, 2026 before 9:00 A.M. from the address below and upon payment of the applicable fees for the Bidding Documents pursuant to the latest Guidelines issued by the GPPB, in the amount of Php10,000.00 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that the Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The City Government of Toledo will hold a Pre-Bidding Conference on November 9, 2026 @, 9:00 A.M. at the Office of the Special Bids and Awards Committee, Toledo Sports Center, Sangi, Toledo City, which shall be open to all prospective bidders. 7. Bids may be duly received by the BAC Secretariat at the given address on or before 9:00 o' clock in the morning of November 23, 2026. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated. Late bids shall not be accepted. Bid opening shall be on November 23, 2026 @ 9:00 A.M. onwards at the Special Bids and Awards Committee Office, Toledo Sports Center, Sangi, Toledo City. Bids will be opened in the presence of the bidders' authorized representatives who choose to attend at the address below. 8. Each bidder shall submit one (1) certified copy from the original and two (2) additional authenticated copies of the first and second components of the bid. Bidders shall enclose their original eligibility and technical documents in one sealed envelope marked "ORIGINAL-TECHNICAL COMPONENT" and the original of their financial component in another sealed envelope marked "ORIGINAL-FINANCIAL COMPONENT", sealing them all in an outer envelope marked "ORIGINAL BID". Bidder should indicate the BRAND NAME of the item quoted/offered. Each copy of the first and second envelopes shall all be similarly sealed duly marking the inner envelopes as "COPY NO 1-TECHNICAL COMPONENT" and "COPY NO.1-FINANCIAL COMPONENT" and the outer envelope as "COPY NO.1" respectively. These envelopes containing the original and the copies shall then be enclosed in ONE SINGLE ENVELOPE. The original and the number of copies of the Bid as indicated in the BDS shall be typed or written in indelible ink and shall be signed by the bidder or its duly representatives/s. All envelopes shall contain the Name of the Contract to be Bid in capital letters, bear the name and address of the Bidder in Capital Letters, be addressed to the Procuring Entity's BAC, bear the specific identification of the bidding process and bear a warning "DO NOT OPEN BEFORE..." the date and time for the opening of the bids, Bidders are also required to provide TABLE OF CONTENTS with corresponding TAB/Label for each submitted Technical and Financial components of its bid. 9. Prospective bidders should have completed a similar contract within two (2) years from the date of submission and receipt of bids, a contract similar to the project with a value at least 25% of the ABC. The SBAC will conduct post-qualification of the lowest calculated bid. The description of an eligible bidder is contained in a Bidding Documents particularly in Section II, Instructions to Bidder 10. The City Government of Toledo assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid. 11. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre- Bidding Conference, Evaluation of Bids, Post Qualification and Notice of Award shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR). 12. The City Government of Toledo reserves the right to reject any and all bids, declare a failure of bidding or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without hereby incurring any liability to the affected bidder or bidders.
