CONSTRUCTION OF ALTERNATIVE LEARNING SYSTEM (ALS) CENTER

Invitation to Bid CONSTRUCTION OF ALTERNATIVE LEARNING SYSTEM (ALS) CENTER 1) The Local Government Unit of Paluan, Occidental Mindoro (LGU Paluan), through the 20% Development Fund (20% DF) FY 2026 in the amount of Two Million Pesos (PhP 2,000,000.00) and the 20% Development Fund (20% DF) FY 2025 in the amount of Two Million Pesos (PhP 2,000,000.00), intends to apply the sum of Three Million Nine Hundred Ninety-Nine Thousand Four Hundred Four Pesos and 62/100 (PhP 3,999,404.62) being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of Alternative Learning System (ALS) Center with Project ID No. 35-26. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The LGU Paluan now invites bids for the Construction of Alternative Learning System (ALS) Center at Barangay VI – San Jose, Paluan, Occidental Mindoro, consisting of the construction of a one-storey reinforced concrete building (14.00 meters by 9.00 meters, with entry and PWD ramp) housing a classroom, an office, a staff room, a pantry, and a toilet and bath, comprising earthworks (clearing and grubbing, structure excavation, backfill and compaction, and soil poisoning); embankment (112.53 cu.m.) and gravel bedding (7.31 cu.m.); concrete works (43.27 cu.m.); reinforcing steel bar (4,828.00 kgs); formworks and scaffoldings (176.00 sq.m.); masonry works (CHB laying, CHB plaster, and tile works); carpentry and joinery; tinsmithry; plumbing and sanitary works; electrical works; steel works; and fabrication/installation of project billboard. Completion of the Works is required within one hundred forty-three (143) calendar days from the date of receipt of the Notice to Proceed. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from the BAC Secretariat of LGU Paluan and inspect the Bidding Documents at the address given below from 8:00 AM to 6:00 PM, Monday to Thursday. 5) A complete set of Bidding Documents may be acquired by interested bidders from 27 October 2026 until the deadline for the submission and receipt of bids on 18 November 2026 at 9:30 AM, from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (PhP 5,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The LGU Paluan will hold a Pre-Bid Conference on 04 November 2026 at 10:00 AM at the Municipal Conference Room, Paluan Municipal Hall, Brgy. V – Bagong Silang, Paluan, Occidental Mindoro, which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the BAC Office, 2nd Floor, Paluan Municipal Hall, Brgy. V – Bagong Silang, Paluan, Occidental Mindoro on or before 18 November 2026 at 9:30 AM. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on 18 November 2026 at 10:00 AM at the Municipal Conference Room, Paluan Municipal Hall, Brgy. V – Bagong Silang, Paluan, Occidental Mindoro. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The contract shall be awarded to the Bidder with the Lowest Calculated and Responsive Bid. Requests for clarification of the Bidding Documents shall be made in writing and received by the BAC at the address below not later than 05 November 2026, or at least ten (10) calendar days before the deadline for the submission and receipt of bids. 11) The LGU Paluan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
