Republic of the Philippines REGION IX PROVINCE OF ZAMBOANGA DEL SUR Pagadian City Provincial Capitol, Pagadian City INVITATION TO APPLY FOR ELIGIBILITY AND TO BID The Provincial Government of Zamboanga del Sur, through its Bids and Awards Committee (BAC), invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to apply for eligibility and if found eligible, to bid. 01. No.: INFRA 2K26-83 Name of Project: SEA LEVEL MONITORING STATION (GSTP) FOR TSUNAMI DETECTION Location: Tabina, Zamboanga del Sur Category: Building Source of Fund: Unutilized Fund CY 2026 (PDRRMO) Approved Budget for the Contract: Php 5,860,353.76 Contract Duration: 120 CD Prospective bidders should possess a valid PCAB License application to the contract, have completed a similar contract with a value of at least 50% of the ABC, and have key personnel and equipment (listed in the Eligibility Forms) available for the execution of the contract. However, contractors under Small A and Small B categories without similar experience on the contract to be bid may be allowed to bid if the cost of such contract is not more than the Allowable Range of Contract Cost (ARCC) of their registration based on the guidelines as prescribed by the PCAB. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/ Screening as well as the Preliminary Examination of Bids. The BAC will conduct post- qualification of the single/lowest calculated bid. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post Qualification and Award of Contract shall be governed by the pertinent provisions of R.A 12009 and its Implementing Rules and Regulations (IRR). The schedule of BAC activities is as follows: BAC Activities Date Place Advertisement / Posting of IAEB/ October 28 – November 04, 2026/ PHILGEPS Website Issuance of Bidding Documents/ October 28 – November 17, 2026/ BAC Office, 2nd Floor, Provincial Capitol Building, Capitol Compound, Pagadian City Pre-Bid Conference/ November 05, 2026 @2:00PM/ PLO Conference Room, Provincial Capitol Building, Capitol Compound, Pagadian City Receipt and Opening of Bids/ November 17, 2026 @2:00PM/ PLO Conference Room, Provincial Capitol Building, Capitol Compound, Pagadian City The BAC will issue to prospective bidders Checklist of Eligibility Requirements at the BAC Secretariat Office, 2nd Floor, Old Provincial College Building, Capitol Compound, Pagadian City, upon payment of non-refundable fee for the Bidding Documents in the amount of Ten Thousand Pesos (Php 10,000.00). Prospective Bidders shall submit their Eligibility Requirements to the BAC at the said address on October 28, 2026 (office hours), until 2:00PM of November 17, 2026 for the eligibility screening. They also obtain the results of the Eligibility Check by the BAC at the same address. The Pre-Bid Conference will be on November 05, 2026 @ 2:00PM at PLO Conference Room, Provincial Capitol Building, Capitol Compound, Pagadian City. All bids must be accompanied by a Bid Securing Declaration or Bid Security either in a form of bank guarantee, cash or cashier’s check equivalent to 2% or surety bond equivalent to 5% of the ABC and valid for at least 120 days from the date of the opening of bids. The Provincial Government of Zamboanga del Sur assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids. The Provincial Government of Zamboanga del Sur reserves the right to reject any of all bids, to annul the bidding process, and to reject all bids any time prior to contract award without thereby incurring any liability to the affected bidder or bidders.
