Invitation to Bid for the Dam Automation (Mayao Dam) 13˚ 58' 3.36" N, 121˚ 39' 9.19" E of Dumacaa River Irrigation System 1. The NIA-QUEZON IRRIGATION MANAGEMENT OFFICE through the GENERAL APPROPRIATIONS ACT CY 2026 intends to apply the sum of FORTY SEVEN MILLION EIGHTY SEVEN THOUSAND TWO HUNDRED TWENTY ONE PESOS & 73/100 (P 47,087,221.73) being the Approved Budget for the Contract (ABC) to payments under the contract for the Dam Automation (Mayao Dam) 13˚ 58' 3.36" N, 121˚ 39' 9.19" E of Dumacaa RIS located in Lucena City, Quezon with Project Identification No. 4AQ-RRN-26-015. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The NIA-QUEZON IRRIGATION MANAGEMENT OFFICE now invites bids for the above Procurement Project. Completion of the Works is required within 120 calendar days. Bidders should have completed, within Five (5) Years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II .Instructions to Bidders (ITB). 3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) otherwise known as the “New Government Procurement Act (NGPA). Bidding is restricted to Filipino citizens/sole proprietors, cooperatives and partnership or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information from NIA-QUEZON IRRIGATION MANAGEMENT OFFICE and inspect the Bidding Documents at the address given below from 8:00 AM up to 5:00 PM. 5. A complete set of Bidding Documents may be acquired by interested bidders on June 22,2026 from the address below and upon payment of the applicable fee for the bidding documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos (P 25,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documentts not later than the Submission of their bids. 6. The NIA-QUEZON IRRIGATION MANAGEMENT OFFICE will hold a Pre-Bid Conference on Thursday, November 5, 2026, 11:00 A.M. at the NIA-Quezon IMO Bids and Awards Committee Conference Room, Lucena City, Quezon and/or through video conferencing via [Zoom Cloud Meeting (link to be sent via email], which shall be open to prospective bidders. 7. Bids must be duly received by the Bids and Award Committee (BAC) Secretariat through manual submission at the address as indicated below on or before Tuesday, November 17, 2026 at 11:00 A.M. Late bids shall not be accepted. 8. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on Tuesday, November 17, 2026 at 11:01 A.M. at the given address below and/or via [Zoom Cloud Meeting [link to be sent via email]. Bids will be opened in the presence of the Bidders representatives who choose to attend the activity. 10. Submission of Letter of Intent (LOI), PhilGEPS Registration, renewed PCAB License with “Medium A” in Irrigation and Flood Control-IAC Certificate of Registration with, renewed and valid Mayor’s / Business Permit, Tax Clearance, DTI Registration Certificate or SEC Registration Certificate and Certification of Site Inspection is required prior to purchasing of bidding documents. One-time group site inspection is scheduled on November 3, 2026, 8:00 AM. The meeting place will be at NIA Quezon Irrigation Management Office, Lucena City, Quezon at 7:00 AM. As stated in the bidding documents that “Bidders, by the act of submitting its bid shall be deemed to have inspected the site, determined the general characteristics of the contracted works and the conditions for this project. Site inspection is necessary in coming up of a responsive bid. 11. The NIA-QUEZON IRRIGATION MANAGEMENT OFFICE reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
