INVITATION TO BID FOR THE SUPPLY AND DELIVERY OF 2,054 PCS WATER METER 1/2"Ø (15MM) WITHOUT TAIL PIECE
The Metro Lipa Water District (MLWD), through the Approved Corporate Budget of 2026 intends to apply the sum of Two Million Two Hundred Fifty Nine Thousand Four Hundred Pesos (P 2,259,400.00), being the Approved Budget for the Contract (ABC) to payments under the contract for the SUPPLY AND DELIVERY OF 2,054 PCS WATER METER 1/2"Ø (15MM) WITHOUT TAIL PIECE under Purchase Request Number 1000002800 and 1000002767. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The MLWD now invites bids for the above Procurement Project. Delivery of the Goods is required forty-five (45) calendar days from receipt of Purchase Order (P.O.). Bidders should have completed, within Five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.
i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
Interested Bidders may obtain further information from MLWD and inspect the Bidding Documents at the address given below from 8:00am to 5:00pm, Monday to Friday.
A complete set of Bidding Documents may be acquired by interested Bidders from October 28, 2026 during office hours from 8:00 AM – 5:00 PM, Monday to Friday until November 17, 2026, at 10:00 AM from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Two Thousand Five Hundred Pesos (P2,500.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and at MLWD WEBSITE, http://www.metrolipawd.gov.ph, provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids. Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids in any of the following payment options; Over the counter payment at MLWD Main Office , Brgy. Balintawak, Lipa City, Batangas Over – the – counter deposit or online bank deposit to MLWD Bank Account as detailed below: Account Name : METRO LIPA WATER DISTRICT Account Number : 00-0-05135-655-1 Bank : Development Bank of the Phils., Lipa City Branch Upon payment, bidders are advised to coordinate with the BAC Secretariat and kindly email or fax the deposit slip or any proof of online fund transfer for the issuance of the Official Receipt.
The MLWD will hold a Pre-Bid Conference on November 5, 2026, 1:30PM at Metro Lipa Water District, which shall be open to prospective bidders. The Pre- bid conference is also accessible online through https://meet.google.com/gny-ecyg-xcn.
Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before 0f 11:00AM of November 17, 2026. Late bids shall not be accepted.
All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
Bid opening shall be on November 17, 2026 AT 1:30PM at 2ND FLOOR MLWD CONFERENCE ROOM. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity and is also accessible online through https://meet.google.com/gny-ecyg-xcn.
The Metro Lipa Water District reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 704 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
