INVITATION TO BID NO PROJECT DESCRIPTION / LOCATION BRIEF DESCRIPTION APPROVED BUDGET FOR THE CONTRACT CONTRACT DURATION (CALENDAR DAYS) PGL INFRA 26-066 08 Installation of Water Supply System, LPH-Nagcarlan District Hospital, Nagcarlan, Laguna Installation of water transmission piping system, storage tank and pumping units for water supply 1,099,837.00 90 The Provincial Government of Laguna, with the corresponding budget for the contract approved by the Honorable Sangguniang Panlalawigan of Laguna for the procurement year 2026 intends to apply the above-cited sum(s), being the Approved Budget for the Contract (ABC) to cover payments under the above-cited contracts. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Provincial Government of Laguna now invites bids for the above-cited Works to be procured. It is understood that suppliers, contractors, consultants and/or service providers, etc. must have duly-qualified also and/or have submitted their eligibility “Class A” and other requirements for evaluation during the appropriate Registration undertaken in procurement year 2026; and, which, eligibility requirements/documents shall be kept on file, updated and/or maintained in the permanent registry of qualified Provincial Government of Laguna suppliers, contractors, providers, etc.. Interested parties may secure official Bid Documents from the Bids and Awards Committee (BAC) Secretariat. Completion of the Works is required within the above-cited contract duration. Bidders should have completed as of the date of submission and receipt of bids and/or within a period of ten (10) years, a contract similar to the Project. Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value of at least 50% of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. “Instruction to Bidders.” Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 12009 (RA 12009), otherwise known as the “New Government Procurement Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from the Provincial Government of Laguna and inspect the Bidding Documents at the address given below during regular office hours. The Provincial Government of Laguna will hold a Pre-Bid Conference on the scheduled date and venue, which shall be open to all interested parties. Bids must be delivered to the BAC Secretariat at the address below on November 17, 2026. All bids must be accompanied by a bid security in any of the acceptable forms with the corresponding required amount. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted. The Provincial Government of Laguna reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
