The Municipality of Mabuhay, through the Annual Investment Plan of 2026 intends to apply the sum of Two Million Pesos Only (Php2,000,000.00) being approved Budget for the Contract (ABC) to payments. Bids received in excess of ABC shall be automatically rejected at bid opening.
The Municipality of Mabuhay now invites bids for Construction of Home Shelter for Abuse Women and Children (Phase II) . Completion of Work is required Sixty-Seven Days (67) Calendar Days. Bidders should have completed, within Ten (10) years from the date of submission and receipt of bids, a contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.
Bidding will be conducted through open competitive bidding procedures using non-discretory pass/fail criterion as specified in the Implementing Rules and Regulation (IRR) of Republic Act 9184 (RA9184), otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino Citizens/sole proprietorships, partnerships, or organization with seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification.
Interested bidders may obtain further information from Bids and Awards Committee (BAC) Secretariat of the Municipality of Mabuhay at BAC Office, 2nd Floor Municipal Hall Building, Poblacion, Mabuhay, Zamboanga Sibugay and Inspect the Bidding Documents at the address given below from 9:00 a.m to 4:00 p.m, Monday to Friday.
A complete set of Bidding Documents may be purchased by interested Bidders from October 29, 2026 to December 2, 2026 from the address below and upon payment of a non-refundable fee for the bidding documents in the amount of Five Thousand Pesos (Php5,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that the bidders shall pay the fee for the Bidding Documents not later that the submission of their bids.
The Municipality of Mabuhay will hold a Pre-bid conference on November 11, 2026 at 10:00 a.m at BAC Office 2nd Floor , Municipal Hall Building, Poblacion, Mabuhay, Zamboanga Sibugay, which shall be open to all interested parties.
Bids must be delivered on or before December 2, 2026 at 10:00 a.m at BAC Office, 2nd Floor, Municipal Hall Building, Poblacion, Mabuhay, Zamboanga SIbugay. All bids must be accompanied by a bid security in the form of Cash/Certified check, in the form of Bank Guarantee issued by a commercial Bank and Bid Securing Declaration.
Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
The Municipality of Mabuhay reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, with thereby incurring any liability to the affected bidder or bidders.
