INVITATION TO BID FOR Construction of Level III Potable Water Supply System
The LOCAL GOVERNMENT UNIT OF HINATUAN, through the Government of the Philippines (GOP) through the Trust Fund – Local Government Support Fund (LGSF) – Support to Barangay Development Program (SBDP) for FY 2026 intends to apply the sum of Ten Million Pesos (Php 10,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Level III Potable Water Supply System-Barangay Baculin, Hinatuan, Surigao del Sur. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The LOCAL GOVERNMENT UNIT OF HINATUAN now invites bids for above Procurement Project.
2.1 Brief Description of Work: Construction of Level III Water System powered by solar. 2.2 Contract Duration: One Hundred Fifty (150) Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Instruction to Bidders (ITB).
Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from Local Government Unit of Hinatuan and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM during office hours.
A complete set of Bidding Documents may be acquired by interested bidders on October 29, 2026 until the deadline for the submission of bids, from the address below: and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of 10,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The Local Government Unit of Hinatuan will hold a Pre-Bid Conference on November 11, 2026 @9:00AM at 2/F Municipal Hall, BAC Office, Hinatuan, Surigao del Sur, which shall be open to prospective bidders.
Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before November 24, 2026 until 5:00PM. Late bids shall not be accepted.
All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
Bid opening shall be on November 25, 2026 @9:00AM at 2/F Municipal Hall, BAC Office, Hinatuan, Surigao del Sur. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
The Local Government Unit of Hinatuan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
