Republic of the Philippines Province of Negros Occidental CITY OF VICTORIAS BIDS AND AWARDS COMMITTEE Reference No: Vict-eps26-052 INVITATION TO BID PURCHASE OF FOOD PACKS OF ASSORTED GOODS FOR PAG- AMLIG SA VICTORIAS ( ALAY PAMASKO 2026 ) ( GREEN PROCUREMENT COMPLIANT ) The City of Victorias, through the Annual Budget intends to apply the sum of P 14,650,000.00 being the Approved Budget for the Contract (ABC) to payment under the contract for PURCHASE OF FOOD PACKS OF ASSORTED GOODS FOR PAG- AMLIG SA VICTORIAS ( ALAY PAMASKO 2026 ) ( GREEN PROCUREMENT COMPLIANT ). Bids received in excess of the ABC shall be automatically rejected at bid opening. The City of Victorias now invites bids for the procurement of goods on the said contract. Completion on the delivery of goods is required within 10 calendar days (relevant period). Bidders should have completed, within ten (10) days from the date of submission and receipts of bids, a contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Bidding will be conducted through open competitive bidding procedures using non – discretionary pass / fail criterion as specified in the 2025 Implementing Rules and Regulations (IRR) of New Government Procurement Act Republic Act 12009, otherwise known as the “ New Government Procurement Act”. Bidding is restricted to Filipino citizens / sole proprietorships, partnerships, or organizations with at least seventy five (75%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from the City of Victorias and inspect the Bidding Documents at the Address given below during 8 a.m. to 5 p.m. A complete set of Bidding Documents may be acquired by interested Bidders on ,October 28 – November 23, 2026 from the address below and upon payment of a nonrefundable fee for the Bidding Documents pursuant to the latest Guidelines issued by the GPPB in the amount of P 25,000.00. The City of Victorias will hold a Pre-Bid Conference on November 9, 2026 at 09:00 a.m., Office of the Bids and Awards Committee, and / or through video conferencing via City of Victorias Website or Zoom which shall be open to prospective bidders. Bids must be duly received by the Bids and Awards Committee ( BAC ) Secretariat through manual submission at the office address indicated below on or before 9:00 a.m. on November 16. 2026. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. Bid opening shall be on November 23, 2026 9:30 a.m. at the Office of the Bids and Awards Committee and / or via City of Victorias Website or Zoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. Late Bids shall not be accepted. The City of Victorias reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA 12009 and its IRR, without incurring any liability to the affected Bidder or Bidders.
