Construction of One (1) Unit Classroom

1) The Municipal Government of Mamburao, through the 20% Development Fund intends to apply the sum of ONE MILLION FIVE HUNDRED THOUSAND PESOS (1,500,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of One (1) Unit Classroom (Contract ID No. PB-INFRA-2026-028). Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Municipal Government of Mamburao now invites bids for above procurement project. Completion of the Works is required Sixty (60) Calendar Days. Bidders should have completed, within 5 Years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from Municipal Government of Mamburao and inspect the Bidding Documents at the address given below from Monday to Friday to 8:00 A.M to 5:00 P.M 5) A complete set of Bidding Documents may be acquired by interested bidders on October 29, 2026 to November 23, 2026 from the address below: and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Only (5,000.00) It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Municipal Government of Mamburao will hold a Pre-Bid Conference on November 9, 2026- 3:00pm at MDRRMO Building, Municipal Compound, National Highway, Poblacion 8, Mamburao, Occidental Mindoro which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through: manual submission at the BAC Secretariat, MDRRMO Building, Municipal Compound, National Highway Poblacion 8, Mamburao, Occidental Mindoro on or before November 23, 2026 at 8:00 AM. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on November 23, 2026, 11:00 AM at MDRRMO Building, Municipal Compound, National Highway Poblacion 8, Mamburao, Occidental Mindoro. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) GPPB Resolution no. 15-2021 dated October 14, 2021, provides that failure by the bidder to update its PhilGEPS Certificate of Platinum Membership with the current and updated Class “A” Eligibility Documents shall result in the automatic suspension of the validity of its certificate of Platinum Registration and Membership. In addition, under Section 58.4 of IRR R.A. No. 12009, in case the bids cannot be opened as scheduled due to justifiable reasons, the BAC shall secure the bids submitted and reschedule the opening of bids on the next working day or at the soonest possible time through the issuance of Notice of Postponement to be posted on the PhilGEPS website and the website of the Procuring entity concerned. Each Bidder shall submit one (1) sealed Main Bid Envelope containing separately sealed and properly labeled envelopes for the Technical and Financial Components, consisting of one (1) original copy and two (2) photocopies each, in accordance with the bidding requirements. 11) The Municipal Government of Mamburao reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
