Republic of the Philippines Province of Ilocos Sur MUNICIPALITY OF ALILEM BIDS AND AWARDS COMMITTEE INVITATION TO BID I.The Municipal Government of Alilem, Ilocos Sur, through its Bids and Awards Committee (BAC), invites interested suppliers to bid for the hereunder required projects : Project Title Approved Budget for the Contract (ABC) Description/ Specs Source of Fund/ Office Bid Documents Fee 1.Purchase of Irrigation Hose P500,000.00 2” hose RA 7171 continuing appropriation 500.00 2.Rehabilitation/ Improvement of Alilem Daya Communal irrigation System (CIS) 400,000.00 Concrete works RA 7171 continuing appropriation 500.00 3.Purchase of Farm Inputs and Equipment 1,699.395.65 Farm Inputs RA 7171 continuing appropriation 5,000.00 Bids received in excess of the ABC shall be automatically rejected at bid opening. II. The Municipality of Alilem now invites bids for the procurement of the above listed projects. Delivery of Goods is required within ten (10) days after the receipt of Notice of Award. Bidders should have completed, within the last five (5) years, from the date of submission and receipt of bids, a contract similar to the project with an amount of at least 50% of the proposed project for bidding. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders. III. The bidding will be conducted through open competitive bidding procedures using non- discretionary “pass/fail” criterion as specified in the IRR of RA 9184. The BAC will conduct a post qualification of the Lowest Calculated Responsive Bid. IV. Interested bidders may obtain further information from the Bids and Awards Committee and inspect bidding documents during office hours. A complete set of bidding documents may be purchased from the address below and upon payment of a non-refundable Bidding Documents Fee/Bid Forms Fee(refer to above table). V. Bids must be delivered to the address below on or before November 20, 2026, 9:00 o’clock in the morning at the Multi-Purpose Hall , municipal building, Poblacion, Alilem, Ilocos Sur, date, time and venue of opening of bids. All bids must be accompanied by a bid security in any of the acceptable forms in the amount stated in the ITB Clause 18 and a Bid Securing Declaration pursuant to Section 27.2 of the amended IRR of RA 9184. Bids will be opened in the presence of the Bidder’s Representative/s who chooses to attend at the address below. Late bids shall not be accepted. VI. The Municipality of Alilem, Ilocos Sur reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
