Invitation to Bid The Provincial Government of Negros Occidental through its Bids and Awards Committee [BAC] invites interested contractors with valid PCAB license and registration of (at least “Medium A” category) to submit sealed bids, for the following project: Name of Project : Construction of Rubberized Track Oval at Brgy. Zone 12, Talisay City, Negros Occidental (Negotiated Procurement) Location : Talisay City, Negros Occidental Scope of Work : Earthworks, Subbase and Base Course, Drainage Structures, Installation Works (Rubberized Track Surface with Complete Markings & Aluminum Railings) and Miscellaneous Works Contract (ABC) : Php 50,000,000.00 Source of Funds : GF-20% Dev. Fund 2026 Project Duration : 417 Calendar Days Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, at least one (1) contract similar to the Project, and must be at least fifty percent (50%) of the Approved Budget for the Contract (ABC) to be bid. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Prospective bidders shall log-in/order the Invitation To Bid for the contract to be bid from PhilGEPS. Bidders shall likewise submit Letter of Expression and must present their original PCAB License. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA 12009), otherwise known as the “New Government Procurement Act”. Prospective bidders must carefully read the “Instruction to Bidders” and comply the requirements stated therein. Interested bidders may obtain further information from the Provincial Government of Negros Occidental and inspect the Bidding Documents at the address given below from 8:00 am to 5:00 pm. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Php 25,000.00.
