PRINTING AND DELIVERY OF NIA IN-HOUSE PUBLICATIONS

1) The National Irrigation Administration (NIA), through the Corporate Operating Budget (COB) for CY 2026 intends to apply the sum of Three Million Four Hundred Fifty-Nine Thousand Two Hundred Twenty-Eight Pesos (Php 3,459,328.00) being the Approved Budget for the Contract (ABC) to payments under the contract for above-mentioned project: Lot No. Particulars ABC per Lot 1 Printing and Delivery of NIA Wall Calendar 2027, NIA Currents 1st Semester 2026 and PRINSA 2026 Php 2,614,075.00 2 Printing and Delivery of NIA Planner Php 845,253.00 TOTAL PHP 3,459,328.00 Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The NIA now invites bids for above procurement project. Delivery Period from receipt of approved digital flat: Thirty (30) Calendar Days Printing and Delivery of NIA Currents 1st Semester Delivery Period from receipt of approved digital flat: Five (5) Calendar Days Printing And Delivery of NIA PRINSA 2026 Delivery Period from receipt of approved digital flat: Twenty (20) Calendar Days 2 Printing and Delivery of NIA Planner Delivery Period from receipt of approved digital flat: Forty-Five (45) calendar days Bidders should have completed, at least five (5) years from the date of submission and receipt of bids, contracts similar to the Project for both lots shall refer to “Printing and Delivery of Publication such as Wall Calendar, Planner, Magazine, Books”. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from NIA BAC-B Secretariat, c/o Procurement Section, Procurement and Property Division and inspect the Bidding Documents at the address given below from 8:00am to 5:00pm. 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 29, 2026 until November 19, 2026 from the address given below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of: PARTICULARS Approved Budget for the Contract Standard Rates for Bidding Documents per Lot Printing and Delivery of NIA Wall Calendar 2027, NIA Currents 1st Semester 2026 and PRINSA 2026 Php 2,496,940.00 Php 5,000.00 Printing and Delivery of NIA Planner Php 845,253.00 Php 1,000.00 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The NIA will hold a Pre-Bid Conference on November 6, 2026, 11:00am at Classroom A, IEC Bldg., NIA Complex, EDSA, Diliman, Quezon City and/or through video conferencing via Google Meet (meet.google.com/wrm-iqor-tgb) which shall be open to prospective Bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before November 19, 2026, 1:30pm. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on November 19, 2026, 2:00pm at Classroom A, IEC Bldg., NIA Complex, EDSA, Diliman, Quezon City and/or via Google Meet (meet.google.com/htv-dmeh-uea). Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The NIA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
