CONSTRUCTION OF COMMUNITY LEARNING AND PEACE CENTER AT BARANGAY BUTRIL, PALIMBANG, SK

1) The Municipal Government of Palimbang, through the PAMANA CY 2026 intends to apply the sum of Php 1,980,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Community Learning and Peace Center, Barangay Butril, Palimbang, Sultan Kudarat. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Municipal Government of Palimbang now invites bids for hereunder works: Name of Contract Construction of Community Learning and Peace Center Contract ID No. PAL-CW-2026-011 Location Butril, Palimbang. Sultan Kudarat Scope of Works The project covers the provision of labor, materials, equipment, miscellaneous tools, and other related construction requirements necessary for the Construction of Community Learning and Peace Center Approved Budget for the Contract Php 1,980,000.00 Contract Duration 90 Calendar Days Bidders should have completed, within one (1) year from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 3) Interested bidders may obtain further information from Municipal Government of Palimbang and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM. 4) A complete set of Bidding Documents may be acquired by interested bidders on November 6, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 5,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 5) The Municipal Government of Palimbang will hold a Pre-Bid Conference on November 6, 2026, 1:00 PM at G/Left Wing, BAC Office, Palimbang, Sultan Kudarat, which shall be open to prospective bidders. 6) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through [specify the manner of bid submission and receipt: (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below] on or before November 6, 2026, 1:00PM. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on November 19, 2026, 1:30PM at G/Left Wing, BAC Office, Palimbang, Sultan Kudarat. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) Prospective Bidders should be registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB Licensed Category as indicated above. Interested bidders who wish to acquire a complete set of Bidding Documents must first present company-issued ID and, if applicable, an authorization letter allowing their representative to obtain the Bidding Documents on behalf of the company. Upon verification, the bidder shall proceed with the payment of the applicable fee.
