Engagement of a Contractor for Rig Services and Cementing Services for the Plug and Abandonment (P&A) of Mangosteen-1 Well (“Project”) (2 lots)

1) The PNOC Exploration Corporation (PNOC EC), through the 2026 Corporate Budget intends to apply the sum of Ninety-Four Million Pesos (Php94,000,000.00), inclusive of all applicable taxes and other charges being the Approved Budget for the Contract (ABC) to payments under the contract for Engagement of a Contractor for Rig Services and Cementing Services for the Plug and Abandonment (P&A) of Mangosteen-1 Well (“Project”) (2 lots). Bids received in excess of the ABC shall be automatically rejected at bid opening. Delivery of the Services are required for Forty-Five (45) calendar days, upon receipt of Notice to Proceed and Contract. Bidders should have completed, at least five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR. 4) Interested Bidders may obtain further information from PNOC EC – BAC Secretariat Section and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM. 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 29, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount stated above. Prospective bidders may proceed to PNOC EC Cashier for the payment of bid documents from Monday to Friday at 9:00 AM – 11:00 AM and 1:00 PM – 3:00 PM OR through LANDBANK’s Link.Biz.Portal. Prospective bidders may go to www.landbank.com or open the LANDBANK Mobile Banking App. Copy of the Payment Confirmation Receipt must be emailed to Shella De Vera at [email protected] or Ena Ligutan: [email protected] with the following details: • Payment Description • Complete Company Name of the Supplier/Bidder • Complete Company Address of the Supplier/Bidder • TIN It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The PNOC EC will hold a Pre-Bid Conference on November 5, 2026 at 10:00 A.M. through video conferencing via MS Teams, which shall be open to prospective Bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before November 19, 2026 at 10:00 A.M. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on November 19, 2026 at 10:00 A.M. at the given address below and/or via video conferencing. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) Alternative Bids shall be rejected in line with the general principle that improvement of bids or alternative bids shall not be allowed. This practice defeats the concept of competition among the bidders. The bidder who offers alternative bids has undue advantage over other bidders when he will be allowed to pose two bids, thus eliminating competition. 11) The PNOC EC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
