Republic of the Philippines Province of Cebu MUNICIPALITY OF PINAMUNGAJAN INVITATION TO BID FOR PROPOSED CONSTRUCTION OF ONE (1)-STOREY, THREE (3)-CLASSROOM SCHOOL BUILDING
The MUNICIPALITY OF PINAMUNGAJAN, CEBU, through TRUST FUND, intends to apply the sum of EIGHT MILLION SEVEN HUNDRED THIRTY-NINE THOUSAND FOUR HUNDRED THIRTY-TWO PESOS AND 36/100 (PHP 8,739,432.36) being the Approved Budget for the Contract (ABC) to payments under the contract for the PROPOSED CONSTRUCTION OF ONE (1)-STOREY, THREE (3)-CLASSROOM SCHOOL BUILDING in PUROK MANGA, BRGY. BUSAY, PINAMUNGAJAN, CEBU (INFRA 2610-059). Bids received in excess of the ABC shall be automatically rejected at bid opening.
The Municipality of Pinamungajan, Cebu now invites bids for the abovementioned Procurement Project. Completion of the Works is required 90 CALENDAR DAYS. Bidders should have completed, within the last five (5) years prior the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from the Municipality of Pinamungajan Cebu and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM during weekdays
A complete set of Bidding Documents may be acquired by interested bidders on October 29 to November 18, 2026 from given address and website below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos Only (Php 10,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees to be presented in person.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The Municipality of Pinamungajan, Cebu will hold a Pre-Bid Conference on November 05, 2026, 1:00 PM at the Office of the Bids and Awards Committee, 3rd Floor New Executive Building, which shall be open to prospective bidders.
Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through the manual submission at the office address as indicated below, on or before 10:00 AM on NOVEMBER 18, 2026. Late bids shall not be accepted.
All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
Bid opening shall be on NOVEMBER 18, 2026, 1:00 PM at the Office of the Bids and Awards Committee, 3rd Floor New Executive Building. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
The Municipality of Pinamungajan, Cebu reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
