INVITATION TO BID FOR “SUPPLY, DELIVERY, AND INSTALLATION OF MACHINERY AND EQUIPMENT” (REBID for LOTS 8-B & 8-C)” 1) The Northwest Samar State University, through the General Appropriations Act (GAA) 2026 under Capital Outlay (Unit Price shall be PhP50,000.00 and above per item) intends to apply the sum of Four Million Nine Thousand Four Hundred Fifty Eight Pesos and Seventy One Centavos (PhP4,009,458.71), broken down as follows: Lot No. 8 – Office Equipment Particulars Approved Budget for the Contract (ABC) per Lot Lot 8-B Audio and Visual Equipment PhP1,167,652.61 Lot 8-C Various Office Equipment PhP2,841,806.10 TOTAL PhP4,009,458.71 being the Approved Budget for the Contract (ABC) to payments under the contract for each respective sub-lot. Bids received in excess of the ABC for each respective sub-lot shall be automatically rejected at bid opening. 2) The Northwest Samar State University now invites bids for “SUPPLY, DELIVERY, AND INSTALLATION OF MACHINERY AND EQUIPMENT” (REBID for LOTS 8-B & 8-C)” using the Lowest Calculated and Responsive Bid (LCRB). Delivery of the Goods is required One hundred twenty (120) calendar days. Bidders should have completed, at least three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from Northwest Samar State University and inspect the Bidding Documents at the address given below from Mondays to Fridays during regular working hours (8:00 AM to 12:00 NN and 1:00 PM to 5:00 PM) and/or at the NwSSU website (https://nwssu.edu.ph/bids-and-awards/). 5) A complete set of Bidding Documents may be acquired by interested Bidders on November 11 to 23, 2026 at 1:00 PM (deadline for submission of bids) from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the following amounts:  PhP1,100.00 for Lot 8-B – Audio and Visual Equipment, and  PhP2,600.00 for Lot 8-C – Various Office Equipment. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Northwest Samar State University will hold a Pre-Bid Conference on November 11, 2026 (Wednesday) at 9:00 AM at the Vice President for Administration and Finance Conference Room, Second Floor, Administration Building, NwSSU-Main Campus, Rueda Street, Calbayog City and/or through video conferencing via Zoom at https://zoom.us/j/92783096163?pwd=mEf6IHr2HOtboZEJQ43EIBcL0J669S.1, which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before November 23, 2026 (Monday) at 1:00 PM (PST).
