INVITATION TO BID FOR THE SUPPLY AND DELIVERY OF FLOW METERS AND GATE VALVES FOR THE MAINTENANCE, REPAIR, AND IMPROVEMENT OF THE MUNICIPAL WATER DISTRIBUTION SYSTEM, THIS MUNICIPALITY-GDS-2026-135. The Municipal Government of San Vicente, through the General Fund intends to apply the sum of FIVE HUNDRED EIGHTEEN THOUSAND FIVE HUNDRED SEVENTY-FIVE PESOS. (518,575.00.00) being the Approved Budget for the Contract (ABC) to payments under the contract for SUPPLY AND DELIVERY OF FLOW METERS AND GATE VALVES FOR THE MAINTENANCE, REPAIR, AND IMPROVEMENT OF THE MUNICIPAL WATER DISTRIBUTION SYSTEM, THIS MUNICIPALITY-GDS-2026-135. Bids received in excess of the ABC shall be automatically rejected at bid opening. 1. 4 pieces CI Mechanical Flow Meter #2, (heavy duty) with flange 2. 2 pieces CI Mechanical Flow Meter #4, (heavy duty) with flange 3. 3 pieces CI Mechanical Flow Meter #6, (heavy duty) with flange 4. 4 pieces CI Mechanical Gate Valve #2, (heavy duty) with flange 5. 3 pieces CI Mechanical Gate Valve #3, (heavy duty) with flange 6. 5 pieces CI Mechanical Gate Valve #4, (heavy duty) with flange 7. 4 pieces CI Mechanical Gate Valve #6, (heavy duty) with flange 2.) The MUNICIPAL GOVERNMENT OF SAN VICENTE, PALAWAN now invites bids for the above Procurement Project. Delivery of the Goods is required by THIRTY (30) CALENDAR DAYS. Bidders should have completed, within TWO (2) YEARS from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3.) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR. 4.) Interested Bidders may obtain further information from MUNICIPAL GOVERNMENT OF SAN VICENTE, PALAWAN and inspect the Bidding Documents at the address given below during 8:00 a.m. to 5:00p.m., Monday – Friday]. 5) A complete set of Bidding Documents may be acquired by interested Bidders on OCTOBER 30, 2026 TO NOVEMBER 23, 2026 from the given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ONE THOUSAND PESOS ONLY (₱1,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees, in person or through electronic means 6) The MUNICIPAL GOVERNMENT OF SAN VICENTE, PALAWAN will hold a Pre-Bid Conference on NOVEMBER 10, 2026, 1:30 P.M. at Conference Room, Municipal Government Center, San Vicente, Palawan and/or through video conferencing or webcasting via zoom, which shall be open to prospective bidders. 7) Bids must be duly received by the BAC Secretariat through manual and online or electronic submission on or before NOVEMBER 23, 2026, 8:15 A.M. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on NOVEMBER 23, 2026, 8:30 A.M at the Conference Room, Municipal Government Center, San Vicente, Palawan given address below and/or via zoom. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10) FOR ONLINE SUBMISSION, the bidder shall submit simultaneously their bids in two (2) separate folders (1 for technical/eligibility documents and 1 for financial documents) using a two-factor security procedure consisting of an archive format (.zip or .rar) compression and password protection and disclose the password for accessing their respective bid submission only during the actual/virtual bid opening. Bidding Documents not in compressed archive folders and are not password-protected, shall be rejected. However, bidding documents not properly compressed and password-protected, as required shall be accepted, provided that the bidder or its duly authorized representative shall acknowledge such condition of the bid as submitted. The BAC shall assume no responsibility for improper compressed or password-protected folder, or for its premature opening. 11) THE MUNICIPAL GOVERNMENT OF SAN VICENTE, PALAWAN shall use the Lowest Calculated and Responsive Bid (LCRB) as the basis for the evaluation of bids and the award of the contract. 12) The MUNICIPAL GOVERNMENT OF SAN VICENTE, PALAWAN reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
