The Aurora Pacific Economic Zone and Freeport Authority (APECO), through the Corporate Budget 2026 intends to apply the sum of FOUR MILLION SEVEN HUNDRED SEVENTY-EIGHT THOUSAND SEVEN HUNDRED NINETY-THREE AND 41/100 (Php 4,778,793.41) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply, Delivery, and Installation of Primary 13.2kv and Distribution Line for New APECO JPEC Hotel with Project Identification number APECO-Infra-C-2026-09. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The Aurora Pacific Economic Zone and Freeport Authority (APECO) now invites bids for Supply, Delivery, and Installation of Primary 13.2kv and Distribution Line for New APECO JPEC Hotel. Completion of the Works is required within 30 calendar days. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from Aurora Pacific Economic Zone and Freeport Authority (APECO) and inspect the Bidding Documents at the address given below from Mondays to Thursdays, 7:00 am to 6:00 pm.
A complete set of Bidding Documents may be acquired by interested bidders on October 30, 2026 to November 23, 2026, from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php5,000.00)
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The Aurora Pacific Economic Zone and Freeport Authority (APECO will hold a Pre-Bid Conference on November 11, 2026, 8:30 AM, simultaneously through hybrid modality at the Main Office, 01 Corporate Campus, Sitio Motiong, Brgy. Esteves, Casiguran, Aurora and at Units 403 and 404, 4th floor, PARQAL Building 1, along Cabrera Drive, Aseana City, Parañaque City, and/or through video conferencing via Zoom, which shall be open to prospective bidders. Zoom link will be provided upon request.
Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below or online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below on or before November 23, 2026, 8:30 AM. Late bids shall not be accepted.
All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
Bid opening shall be on November 23, 2026, 9:00 AM at APECO Main Office, 01 Corporate Campus, Sitio Motiong Casiguran, Aurora and/or via Zoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
The Aurora Pacific Economic Zone and Freeport Authority (APECO) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
