INVITATION TO BID Design and Build of Sasmuan Fish Port
- The Philippine Fisheries Development Authority (PFDA), through the National Government Subsidy intends to apply the sum of ₱56,313,193.30 being the Approved Budget for the Contract (ABC) to payments under the contract for the Design and Build of Sasmuan Municipal Fish Port located at Brgy. Sta. Lucia, Sasmuan, Pampanga. Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The PFDA now invites bids for the above Procurement Project. Completion of the Works required is 480 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents/Instructions to Bidders (ITB).
Subject to existing rules, the PFDA adopts the Filipino First policy in the award of Government’s procurement contracts.
- Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the pertinent rules and regulations of the existing procurement law.
- A complete set of Bidding Documents may be acquired by interested bidders on the following schedules and venue:
Schedules Venue October 29 – November 19, 2026 (Monday – Thursday | 9AM-4PM) PFDA - Central Office, Diliman, Quezon City November 23, 2026 (Before 8am) GAD Building, Navotas Fish Port Complex The complete set of Bid Documents may be acquired by interested bidders in the amount of ₱50,000.00.
- The PFDA will hold a Pre-Bid Conference on November 9, 2026; 10:00 AM onwards at the GAD Building, Navotas Fish Port Complex which shall be open to prospective bidders.
- Bids must be duly received by the BAC Secretariat through manual submission at the GAD Building, Navotas Fish Port Complex on or before November 23, 2026; 8:00 AM. Late bids shall not be accepted.
- All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB.
- Bid opening shall be on November 23, 2026; 10:00 AM onwards at the given address above. Bids will be opened in the presence of the bidder’s representatives who choose to attend the activity.
- The PFDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Annex “G” of the Revised IRR of RA No. 9184 and IRR of RA No. 12009 without thereby incurring any liability to the affected bidder or bidders.
- The Department of Agriculture – PFDA does not condone any form of solicitation on any prospective winning and losing bidders by any of our staff/employees or any other party. Any sort of this kind shall be reported immediately to the Office of the Acting General Manager or the National Bureau of Investigation for entrapment and proper investigation.
