REPUBLIC OF THE PHILIPPINES PROVINCE OF DAVAO DE ORO OFFICE OF THE GOVERNOR BIDS AND AWARDS COMMITTEE CWITB NO. 26-023 INVITATION TO BID FOR THE CONSTRUCTION OF 1 UNIT, 2-STOREY, 6 CLASSROOM SCHOOL BUILDING AT BANTACAN ELEMTARY SCHOOL, BRGY. BANTACAN, DAVAO DE ORO 1) The Provincial Government of Davao de Oro, through the GAA 2026 Basic Education Facilities Program intends to apply the sum of Twenty-Seven Million Eighty-Four Thousand Twenty Six Pesos and Nine Centavos Only (Php 27,084,026.09) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of 1 Unit, 2-Storey, 6-Classroom School Building at Bantacan Elementary School, Brgy. Bantacan, New Bataan, Davao de Oro (Construction of 6-classroom with toilet attached in each room and bundled school furniture) - PEO with Purchase Request No. 26-7096 under Civil Works No. CW26-086. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Provincial Government of Davao de Oro now invites bids for the above Procurement Project. Completion of the Works is required Two Hundred Ninety-Five (295) calendar days. Bidders should have completed, within the period specified in the Bid Data Sheet (BDS) from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from Bids and Awards Committee (BAC) Secretariat Office and inspect the Bidding Documents at the address given below from Mondays to Fridays (8:00 a.m. to 5:00 p.m.). 5) A complete set of Bidding Documents may be acquired by interested bidders on October 30, 2026 from the address below from the address given below and upon payment of the applicable fee for the Bidding Documents to the Provincial Government of Davao de Oro, thru Provincial Treasurer’s Office, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (Php 25,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Provincial Government of Davao de Oro will hold a Pre-Bid Conference on November 6, 2026, 10:00 a.m. onwards at Provincial General Services Office (PGSO) Building, Ground Floor, Conference Room, Provincial Capitol, Cabidianan, Nabunturan, Davao de Oro Province, which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before November 20, 2026 until 8:30 a.m. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on November 20, 2026, 9:30 a.m. onwards at Provincial General Services Office (PGSO) Building, Ground Floor, Conference Room, Provincial Capitol, Cabidianan, Nabunturan, Davao de Oro Province. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) Prior to the bid opening, the representative of the bidder shall present a duly notarized proof of authority, such as a Special Power of Attorney (SPA). 11) The Provincial Government of Davao de Oro reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
