INVITATION TO BID FOR Procurement of Goods: Supply and Delivery of Various Orthopedic Implants through Framework Agreement (Early Procurement Activity FY2027) IB#2026-10-053 1) The Gov. Celestino Gallares Memorial Medical Center, through the National Expenditure Program (NEP) 2027 intends to apply the sum of Nineteen Million Nine Hundred Seventy-Eight Thousand Philippine Peso Only (Php19,978,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for under IB#2026-10-053. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. 2) The Gov. Celestino Gallares Memorial Medical Center now invites bids for Procurement of Goods: Supply and Delivery of Various Orthopedic Implants through Framework Agreement (Early Procurement Activity FY2027) using the Lowest Calculated Responsive Bid (LCRB) as procurement strategy. Delivery of the Goods is required ten (10) calendar days from receipt of Call-Off. Bidders should have completed, at least three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from BAC Secretariat, thru GCGMMC Bids and Awards Committee (BAC) Office through e-mail via [email protected] or telephone call at (038) 411-4868 to 69 local 286 and inspect the Bidding Documents at the address given below Monday-Friday except holidays from 8:00AM to 5:00PM. 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 31, 2026 - November 25, 2026 from GCGMMC Google Drive ([email protected]) and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Twenty-Five Thousand Pesos Only (Php25,000.00). TERMS OF REFERENCE 1 The SUPPLIER must provide GCGMMC accurate information as to the office address, contact person and contact details. 2 The SUPPLIER shall have a storage/stock area within Tagbilaran City, Bohol. 3 SUPPLIER warrants to provide experienced and qualified technicians and the applicable instruments/implants needed in the medical operation without any additional cost or charge to GCGMMC. 3.1 SUPPLIER must identify at least FIVE (5) technicians whose names shall be submitted to the Operating Room (“OR”) Manager, including their credentials such as but not limited to Certificate/s of Training, before the commencement of this Agreement/Contract. The corresponding identification cards (IDs) shall be issued by GCGMMC to said technicians. 3.2 NO ID/NO ENTRY policy will be strictly enforced in the OR. 3.3 The designated technician must be available on the scheduled operation to assist the GCGMMC doctor/s and bring with them the instruments/implants that will be needed for the said procedure. 4 The following shall be the duties and responsibilities of the SUPPLIER’s technicians: 4.1 They/He shall form part of the surgical team of GCGMMC as an Instrument and Implant Specialist; 4.2 They/He shall assist in the preparation and handling of implants, devices, instruments and/or implants during the surgical operation/procedure unless otherwise required by the head surgeon; and 4.3 They/He shall secure the necessary Certification from the head surgeon for the implants, devices, instruments and/or implants used during the procedure. 5 The failure of the qualified SUPPLIER to supply the required implants and/or devices and required instrumentation/implants assigned to them for three (3) consecutive instances OR a minimum of five (5) instances in six (6) months shall be a ground for revocation of this Agreement/Contract with the said supplier for the particular implant and/or device. 6 SUPPLIER shall provide the required implant and/or devices as well as required instruments/implants. Implants/devices/instruments must be available at least 16 hours prior to the scheduled day of surgery. 7 As GCGMMC follows a standard on infection control, SUPPLIER shall ensure that the delivered implants and/or devices have intact packaging and in a recommended sterility requirement. 7.1 All implants from the supplier shall undergo sterilization process in the Central Supply and Sterilization. 8 GCGMMC authorizes the initial inspection of the articles with the requesting surgeon or his representative, CSS staff on duty, RUMED Staff, and the instrumentation sets received from the Implant Technician. An Inspection and Acceptance Form shall be filled out and signed by the CSS Supervisor and the GCGMMC Inspection Committee based on the Surgical Implant Requisition Form (GCGMMC-F-CSR-38), post-operatively. 9 The GCGMMC through the requesting Surgeon or his representative, has the right to reject the delivered implant and/or device if found to be not in accordance with the acceptable standards of medical implants and/or devices as specified in the terms of reference on the Notice of List of Approved Items (technical specifications) or if required instrumentation is not delivered; 10 SUPPLIER staff and/or technician are obliged to strictly follow and adhere to the Terms of Reference, applicable policies, guidelines and rules and regulations of GCGMMC. 11 GCGMMC’s Accounting Unit shall have the right to check that all the charges in the statement of account are in order. Any discrepancy in the Statement of Account shall be subject to verification and reconciliation with the SUPPLIER. 12 Any issues or conflicts that may arise from this Agreement/Contract shall be discussed by both parties and settled the same peacefully and amicably. Both parties agree that in any or all actions arising out of this transaction or any provision of this agreement, the sole and exclusive venue shall be the proper courts of the City of Tagbilaran, Bohol. 13 The Agreement/Contract shall take effect for 12 months.
