NEGOTIATED PROCUREMENT FOR TWO-FAILED BIDDINGS PR No. 2026-07-0142 CLA “Supply, Delivery and Installation of Laboratory Equipment “ 1) The Bohol Island State University (BISU) - Clarin Campus, Poblacion Norte, Clarin, Bohol, through the CY 2026 intends to apply the sum of One Hundred Ninety Thousand Pesos Only (Php 190,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for PR-2026-07-0142 CLA “Negotiated Procurement - Two Failed Biddings of Supply, Delivery and Installation of Laboratory Equipment”. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Bids and Award Committee (BAC) now invites technically, legally, and financially capable suppliers for the said project 3) Bidding will be conducted through Negotiated Procurement Two Failed Biddings procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. The selection of the successful offer shall be based on the best and final offer that will be submitted on the set deadline by the BAC and which would meet the minimum technical specifications required. 4) The interested bidders may obtain further information from the BAC Secretariat at the address given below from November 3 – November 25, 2026, Monday to Thursday, at 8:00AM to 5:00PM. 5) Interested bidders shall submit the following documents in sealed envelopes, labeled as “Negotiated Procurement for Two-Failed Biddings”, with the title of the procurement project, name of the bidder, address, the contact details of the bidder, addressed to the BAC. 6) The BISU - Clarin will hold a Pre-Bid Conference on November 11, 2026 Wednesday 8:30 AM at BISU - Clarin Campus, Poblacion Norte, Clarin, Bohol and/or through video conferencing via google meet or zoom conference, which shall be open to prospective Bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before November 25, 2026, Wednesday 8:30 AM at BISU - Clarin Campus, Poblacion Norte, Clarin, Bohol. Late bids shall not be accepted. 8) Bid opening shall be on November 25, 2026, Wednesday 9:00 AM at BISU - Clarin Campus, Poblacion Norte, Clarin, Bohol. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 9) The BISU - Clarin Campus reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
