Rosales Avenue, Butuan City INVITATION TO BID FOR THE PROJECT ENTITLED PROCUREMENT OF SUPPLY OF JANITORIAL SERVICES INCLUDING JANITORIAL SUPPLIES, MATERIALS AND EQUIPMENT FOR CITY GOVERNMENT OF BUTUAN UNDER P.R NOS. 0056-2027 (CITY GENERAL SERVICES DEPARTMENT-SPA-JANITORIAL SERVICES) (EARLY PROCUREMENT ACTIVITY) 1) The City Government of Butuan, through the F.Y 2027 being the Approved Budget for the Contract (ABC) to payments under the contract for the aforementioned project. Bids received in excess of the ABC shall be automatically rejected at bid opening. (The said Project information can be referenced below) PR NUMBER ITEM DESCRIPTION ABC P.R No. 0056-2027 Procurement of Supply of Janitorial Services including Janitorial Supplies, Materials and Equipment for City Government of Butuan under P.R Nos. 0056-2027 (City General Services Department-SPA-Janitorial Services) (Early Procurement Activity) 4,922,407.58 GRAND TOTAL 4,922,407.58 For the procurement of services: Bidders shall refer and use the Cost Distribution Schedule as provided by the Procuring entity, wherein the Grand Total amount shall be inclusive of the hold-over period budget and contingency fund duly identified as part of the ABC. 2) The City Government of Butuan, now invites bids for this project using the Delivery of the Goods/Services is required as specified in the schedule of requirements of this PBD. Bidders should have completed, at least FIVE (5) YEARS from the date of submission and receipt of bids, contracts similar to the Project shall be the “SUPPLY AND DELIVERY OF GOODS AND/OR SERVICES: JANITORIAL SERVICES.” The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR. * It shall follow that any participating bidder(s) through its owner(s), any partner, member of the board, or officer of the juridical entity, confirms that they/he/she is not related to the HoPE; the members of the BAC, the TWG, and the BAC Secretariat; the head of the Project Management Office or the end-user or implementing unit, and the project consultants of the Procuring Entity, or of the procuring agency, whichever is applicable, by consanguinity or affinity up to the third civil degree. 4) Prospective Bidders may obtain further information from City Government of Butuan through the City Procurement Management Department Office and inspect the Bidding Documents at the address given below during Mondays to Fridays at 8:00 am to 5:00pm (excluding Declared Holidays). Doongan Butuan City which shall be open to prospective Bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through MANUAL HARD-COPY SUBMISSION ONLY at the office address indicated below on or before November 24, 2026 at 9:00 am. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) BID OPENING / BIDDING CONFERENCE shall be on November 24, 2026 at 9:00 am at Bids and Awards Committee Conference Room, Basement Area, City Hall Bldg. Doongan Butuan City.
