The FNLGHTC now invites bids for the above Procurement Project. Delivery of the Goods shall be under the delivery schedule in Section VI. Bidders should have completed, within Two (2) Years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion specified in Section 59 of the Implementing Rules and Regulations (IRR) of Republic Act No. 12009 or the New Government Procurement Act and Its Implementing Rules and Regulations. The award shall be given to the bidder in consideration of the procedures and criteria under Sections 61 to 63 of the same IRR. a.
