Lease of Venue with Provision of Food and Room Accommodation

INVITATION TO BID FOR THE LEASE OF VENUE WITH PROVISION OF FOOD AND ROOM ACCOMMODATION 1) The Provincial Government of La Union (PGLU), through the PGLU CY 2026 Special Education Fund intends to apply the sum of Three Million One Hundred Eighty-six Thousand Two Hundred Pesos (₱3,186,200.00) being the aggregate Approved Budget for the Contract (ABC) for the LEASE OF VENUE WITH PROVISION OF FOOD AND ROOM ACCOMMODATION / ITB No. 2026-04-01, consisting of three (3) lots detailed as follows: Lot No. Description ABC (₱) 1 Venue Rental (180 pax) 1,053,000.00 2 Venue Rental (150 pax) 889,800.00 3 Venue Rental (215 pax) 1,243,400.00 TOTAL 3,186,200.00 Bids received in excess of the ABC shall be automatically rejected at bid opening. Details can be 2) The PGLU now invites bids for above Procurement Project. Delivery of the Goods shall be in accordance with the Schedule of Requirements under Section VI. Bidders should have completed, at least three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from the Provincial Government of La Union (PGLU) and inspect the Bidding Documents at the address given below during office hours. During the implementation of the Flexible Working Arrangement of the Provincial Government of La Union, office hours shall be as follows: 7:00 AM to 5:30 PM Monday to Wednesday 7:00 AM to 12:00NN Thursday In the event that the Flexible Working Arrangement is suspended or not in effect, the regular office hours shall apply, as follows: 8:00 AM to 4:30 PM Monday to Thursday 8:00 AM to 12:00NN Friday 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 10 - November 5, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. The cost of the Bidding Documents shall be based on the total Approved Budget for the Contract (ABC) of the lot or combination of lots that the bidder intends to bid. The applicable fee shall be determined using the aggregated ABC of the selected lot(s), in accordance with the following schedule: Approved Budget for the Contract (₱) Bidding Document Fee (₱) 500,000 and below 500.00 More than 500,000.00 up to 1 million 1,000.00 More than 1 million up to – 5 million 5,000.00 More than 5 million up to 10 million 10,000.00 More than 10 million up to 50 million 25,000.00 More than 50 million up to 500 million 50,000.00 More than 500 million 75,000.00 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The PGLU will hold a Pre-Bid Conference on October 20, 2026 at at 10:00 a.m. at the BAC Conference Room, Ground Floor, Provincial Capitol, City of San Fernando, La Union, which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before November 5, 2026 at 9:59 a.m. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on November 5, 2026 at 10:00 a.m. at the BAC Conference Room, Provincial Capitol, City of San Fernando, Province of La Union. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The PGLU reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA 12009 and its Implementing Rules and Regulations, without thereby incurring any liability to the affected bidder or bidders. 11) For further information, please refer to: Atty.
