Republic of the Philippines Province of Northern Samar Municipality of Biri Invitation to Bid for: IMPROVEMENT OF LOADING/UNLOADING AREA AND REPAIR OF POBLACION PORT (REVISED) @ BARANGAY POBLACION, BIRI, NORTHERN SAMAR 1) The Local Government Unit of Biri, Northern Samar, through the 20% EDF (2025 Continuing Appro), intends to apply the sum of ONE MILLION FOUR HUDNRED EIGHTY-FIVE THOUSAND THREE HUNDRED SEVENTY-EIGHT PESOS & 98/100 (PHP 1,485,378.98) being the Approved Budget for the Contract (ABC) to payments under the contract for Improvement of Loading/Unloading Area and Repair of Poblacion Port (revised) @ Barangay Poblacion, Biri, Northern Samar under ITB No. 2026-10-43. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Local Government Unit of Biri, Northern Samar, now invites bids for for Improvement of Loading/Unloading Area and Repair of Poblacion Port (revised) @ Barangay Poblacion, Biri, Northern Samar . Completion of the Works is required 90 CD. Bidders should have completed, within two (2) years] from the date of submission and receipt of bids, a contract similar to the Project. (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
