Republic of the Philippines Province of Davao Oriental CITY OF MATI BIDS AND AWARDS COMMITTEE INVITATION TO BID FOR DESIGN AND BUILD: CONSTRUCTION OF SANITARY LANDFILL CELL 2 AND REHABILITATION OF THE WASTE WATER TREATMENT FACILITY ITB No. 2026 – 26
The City Government of Mati, through the Special Purpose Appropriation - 20% Local Development Fund intends to apply the sum of Forty Million Pesos (Php40,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Design and Build: Construction of Sanitary Landfill Cell 2 and Rehabilitation of the Waste Water Treatment Facility. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The City Government of Mati now invites bids for the above Procurement Project. Completion of the Works is required Two Hundred Forty (240) calendar days. Bidders should have completed, within Five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from City Government of Mati and inspect the Bidding Documents at the address given below from 8:00AM - 12:00NN to 1:00PM - 5:00PM.
A complete set of Bidding Documents may be acquired by interested bidders on October 13, 2026 – November 5, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (P25,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The City Government of Mati will hold a Pre-Bid Conference on October 22, 2026 at 1:00 PM at BAC Conference Room, City Hall, City of Mati, Province of Davao Oriental, which shall be open to prospective bidders.
Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before November 5, 2026 at 1:00 PM. Late bids shall not be accepted.
All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
Bid opening shall be on November 5, 2026 at 1:00 PM at the given address below BAC Conference Room, City Hall, City of Mati, Province of Davao Oriental. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
The City Government of Mati reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
