Republic of the Philippines PAMPANGA STATE UNIVERSITY (former Don Honorio Ventura State University) INVITATION TO BID FOR the Supply and Delivery of Janitorial Supplies 1) The Pampanga State University (former DHVSU), through the Fund 05-IGF (Income) for the Fiscal Year 2026 intends to apply the sum of One Million Eight Hundred Thirty Three Thousand Eight Hundred Five Pesos Only (P1,833,805.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of Janitorial Supplies (Contract No. 228-PampangaStateU-2026). Bids received in excess of the ABC shall be automatically rejected at bid opening. The Pampanga State University, through the Fund 05-IGF (Income) for the Fiscal Year 2026 intends to apply the sum of One Million Eight Hundred Thirty Three Thousand Eight Hundred Five Pesos Only (P1,833,805.00) for the Supply and Delivery of Janitorial Supplies (Contract No. 228-PampangaStateU-2026) being the Approved Budget for the Contract (ABC) to payments under the contract for each lot/item. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. 2) The Pampanga State University now invites bids for the above Procurement Project . Delivery of the Goods is required within Thirty (30) calendar days after Receipt of Notice to Proceed (NTP). Bidders should have completed, within the last five (5) years from the date of submission and receipt of bids, contracts similar to the Project. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from Pampanga State University and inspect the Bidding Documents at BAC Office, 2nd Floor, University Food Center Building, PampangaStateU, Don Honorio Ventura Campus, Bacolor, Pampanga during office hours from 8:00 a.m. to 4:00 p.m. 5) A complete set of Bidding Documents may be acquired by interested Bidders from October 13, 2026 to November 04, 2026, 8:00 a.m. to 4:00 p.m., and November 05, 2026, 8:00 a.m. to 08:59 a.m. from the BAC Secretariat from the address given below and PhilGEPS website upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Only (P5,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Pampanga State University will hold a Pre-Bid Conference on October 20, 2026, 11:00 a.m. at the BAC Office, 2nd Floor, University Food Center Building, PampangaStateU, Don Honorio Ventura Campus, Bacolor, Pampanga. The pre-bid conference will be held in a hybrid format, allowing prospective bidders to attend online via a designated platform. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the BAC Office, 2nd Floor, University Food Center Building, PampangaStateU, Don Honorio Ventura Campus, Bacolor, Pampanga. In observance of minimum health standards which will require disinfection, bidders are encouraged to submit at least two (2) days before submission. However, deadline will still be a minute before the date of the opening of bids. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on November 05, 2026, 09:00 a.m. at the BAC Office, 2nd Floor, University Food Center Building, PampangaStateU, Don Honorio Ventura Campus, Bacolor, Pampanga and/or via Zoom.
