PBD 029-2026 (INFRA) REHABILITATION, RENOVATION OF THE BISLIG CITY EVACUATION CENTER

1) The Local Government Unit of Bislig City, through the Special Financial Assistance - Office of the President intends to apply the sum of Three Million Pesos (3,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for REHABILITATION/ RENOVATION OF THE BISLIG CITY EVACUATION CENTER at Brgy. Sta, Cruz, Bislig City. Bids received in excess of the ABC shall be automatically rejected at bid opening. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Local Government Unit of Bislig City now invites bids for the above Procurement Project. 2.1 Brief Description of work: BUILDING 1 • Removal of Structure/ Obstruction (Wall Partition, Doors & Jambs, Windows, Floor Tiles, Painting, Fixtures & Electrical) • Roofing Works (Extension Steel Framing & Roofing Sheets), Cladding on Gable Wall using Pre-painted Metal Sheets on Metal Framing, Gutter Installation and Flashing in Parapet. • Ceiling Works (Fiber Cement and on Metal Framing) • Tile Works (On Toilet Flooring Only) • Glass Windows (Repair/ Framing & Accessories (Retain Glass Panel) For Awning & Sliding) • Doors (Steel, Solid Panel & PVC) • Plumbing Fixtures (Water Closet w/ Lavatory, Sink, Bidet, Faucet & Floor Drain) • Masonry Works w/ Plastering (On Selected Area, Repair of Column by application of Epoxy Resin) • Concrete Pad (for Steel Water Tank, Piping w/ Fittings for Supply of Elevated Water Tank) • Painting Works (Interior Walls Only) • Water Pumping System (Booster Pump for water supply Distribution) • Electrical Works (Lighting Fixtures, Conduit & Wirings) BUILDING 2 • Removal of Structures, Ceiling Works Using Fiber Cement Board on Metal Framing, Tile Works, Repair of Glass Windows Framing & Accessories (Retain Glass Panel), Doors (Steel, Flush Door, PVC Masonry w/ Plastering Plumbing Fixtures, Painting Works (Fiber Cement Board) & Electrical Works. 2.2 Contract Duration: Ninety (90) Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from The Local Government Unit of Bislig City and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM. during office hours. 5) A complete set of Bidding Documents may be acquired by interested bidders on October 13, 2026 until the deadline for the submission of bids, from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (P 5,000.00).The Procuring Entity shall allow the bidder to deposit at the City Government of Bislig LBP Account 2162-1017-68 and present its proof of payment for the fees in person or through electronic means. The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), website of the Procuring Entity and Official FB Page of the Bislig City Bids and Awards Committee “https://www.facebook.com/BidsandAwardsCommitteeBislig”, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The LOCAL GOVERNMENT UNIT OF BISLIG CITY will hold a Pre-Bid Conference on October 21, 2026, 9:30 A.M. at Conference Room, City Engineering Office, LGU-Bislig City, Brgy. Poblacion, Bislig City which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before November 03, 2026, 9:30 A.M. Late bids shall not be accepted. 8) All Bids must be accompanied by Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on November 04, 2026, 9:30 A.M. at Conference Room, City Engineering Office, LGU-Bislig City, Brgy. Poblacion, Bislig City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The Local Government Unit of Bislig City reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
