Supply and Delivery of Materials for the Improvement Works, Electrical for the Proposed New Office of Tagaytay Branch

INVITATION TO BID SUPPLY AND DELIVERY OF MATERIALS FOR IMPROVEMENT WORKS, ELECTRICAL FOR THE PROPOSED NEW OFFICE OF TAGAYTAY BRANCH 1) The Pag-IBIG Fund, through its Corporate Operating Budget for Year 2026, intends to apply the sum of One Million Eight Hundred Thirty-Six Thousand Five Hundred Thirty-Nine Pesos and 40/100 (Php 1,836,539.40), inclusive of all applicable taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and delivery of materials for the improvement works, electrical for the proposed new office of Tagaytay Branch. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Pag-IBIG Fund now invites bids for Supply and delivery of materials for the improvement works, electrical for the proposed new office of Tagaytay Branch . Delivery of the Goods is required within 15 calendar days from receipt of the Notice to Proceed. Bidders should have completed, at least 5 years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from the Pag-IBIG Fund BAC ATAS-Cavite Secretariat through the contract details below and inspect the Bidding Documents as posted at the websites of the Pag-IBIG Fund and the Philippine Government Electronic Procurement System (PhilGEPS). 5) A complete set of Bidding Documents may be acquired by interested Bidders starting 13 October 2026 from the Pag-IBIG Fund ATAS-Cavite BAC Secretariat at the Cash and Administrative Services Division, 4F Robinsons Place Imus, E. Aguinaldo Highway, Imus City, Cavite, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Two Thousand Pesos (Php 2,000.00). Bidders have the option to pay for the Bidding Documents through over-the-counter payment facility of the Pag-IBIG Fund, provided that the prospective bidder has initially secured an authorized Payment Order Form (POF) from the Pag-IBIG Fund BAC-ATAS-Cavite Secretariat by sending an email request at [email protected]/[email protected].  Over-the-Counter Payment Payment shall be in the form of cash, certified check, cashier’s check, manager’s check payable to Pag-IBIG Fund and can be made from Tuesdays to Saturdays, 8:00 A.M. to 5:00 P.M. (PST), at the Pag-IBIG Fund Imus Branch 2F Robinsons Place Imus E. Aguinaldo Highway, Imus City, Cavite. The Procuring Entity shall allow the bidder to present its proof of payment for the fees by providing a copy of the Official Receipt (OR) in person or through electronic mail at [email protected] or [email protected], before the deadline of submission and receipt of bids, to be registered as an official participating bidder for the project. The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Pag-IBIG Fund, through its Bids and Awards Committee – Area Technical and Administrative Services – Cavite (BAC - ATAS-Cavite), will hold a Pre-Bid Conference at ATAS-Cavite Conference Room, 4F Robinsons Place Imus, E. Aguinaldo Highway, Imus City, Cavite and/or via Zoom Meetings on 21 October 2026, 10:00 A.M. (PST), which shall be open to prospective bidders. Request for the meeting ID/link and password, supported by an approved authorization letter and valid company ID, must be submitted to the BAC Secretariat via email at [email protected] or [email protected], until 5:00 P.M. (PST) of 20 October 2026, and shall be limited only to one (1) representative per company. The said meeting ID/link must be for exclusive use of the authorized representative of the bidder. Bidders’ access to the meeting will automatically be restricted once the activity starts. 7) Bids must be duly received by the BAC ATAS-Cavite Secretariat through manual submission, at the Pag-IBIG Fund Cash and Administrative Services Division, 4F Robinsons Place Imus, E. Aguinaldo Highway, Imus City, Cavite on or before 12:00 P.M. (PST) of 02 November 2026. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on 02 November 2026, 1:30 P.M. (PST) at the BAC ATAS-Cavite Conference Room, 4F Robinsons Place Imus, E. Aguinaldo Highway, Imus City, Cavite and via videoconferencing. Bids will be opened in the presence of the Bidders’ representatives and each bidder/company shall be allowed only one (1) representative during the aforesaid virtual activity. A bidder’s representative must confirm its attendance to the BAC Secretariat via email at [email protected] or [email protected], until 5:00 P.M. (PST) of 01 November 2026. 10) The Pag-IBIG Fund reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
