INVITATION TO BID FOR SUPPLY AND DELIVERY OF VARIOUS DRUGS AND MEDICINES THROUGH FRAMEWORK AGREEMENT - BATCH 4 (LOT BID) (EARLY PROCUREMENT ACTIVITY) The Eversley Childs Sanitarium and General Hospital, through the NEP intends to apply the sum of NINETEEN MILLION THREE HUNDRED FIFTY-FOUR THOUSAND EIGHT HUNDRED SEVENTY- FOUR PESOS ONLY (PhP 19,354,874.00) being the Approved Budget for the Contract (ABC) to payments under the contract for SUPPLY AND DELIVERY OF VARIOUS DRUGS AND MEDICINES THROUGH FRAMEWORK AGREEMENT - BATCH 4 (LOT BID) (EARLY PROCUREMENT ACTIVITY). Bids received in excess of the ABC shall be automatically rejected at bid opening. 1) The Eversley Childs Sanitarium and General Hospital now invite bids for SUPPLY AND DELIVERY OF VARIOUS DRUGS AND MEDICINES THROUGH FRAMEWORK AGREEMENT - BATCH 4 (LOT BID) (EARLY PROCUREMENT ACTIVITY). Delivery of the Goods as stipulated in the Schedule of Requirements. Bidders should have completed, at least five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 2) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 3) Interested Bidders may obtain further information from Eversley Childs Sanitarium and General Hospital and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM, Mondays to Fridays. 4) A complete set of Bidding Documents may be acquired by interested Bidders on October 14, 2026 to November 11, 2026 at Eversley Childs Sanitarium and General Hospital, Jagobiao, Mandaue City, Cebu upon payment in the following amount: Approved Budget for the Contract Maximum Cost of Bidding Documents (in Philippine Peso) More than 500,000 to 1M 1,000.00 More than 1M- to 5M 5000.00 More than 5M to 10M a. 5M- 7.5M 7,500.00 b. Late bids shall not be accepted. 7) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 8) Bid opening shall be on November 11, 2026 at 8:30 AM at 6th Floor Conference Room 3, Hospital Main Building, Eversley Childs Sanitarium and General Hospital, Jagobiao, Mandaue City, Cebu and/or via google meet Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 9) Notice to Execute Framework Agreement (NEFA) will be issued after Post Qualification, once the GAA is approved. 10) The Eversley Childs Sanitarium and General Hospital reserve the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
