Invitation to Bid For Construction of Malatgao RIS Canal Lining, Canal Structures, and Concrete Pavement Along Lateral AN (Remaining Works) IB No.: R4B-26-10-003 1) The National Irrigation Administration MIMAROPA Regional Office, through the GAA CY 20243 intends to apply the sum of One Hundred Million Six Hundred Eighty-Seven Thousand Two Hundred Sixty-Four and 42/100 Pesos (PHP 100,687,264.42) being the Approved Budget for the Contract (ABC) to payments under the contract no. R4BREGION-MLTG1REMWORKS-500M-CY2024-004 Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The NIA MIMAROPA Regional Office now invites bids for Construction of Malatgao RIS Canal Lining, Canal Structures, and Concrete Pavement Along Lateral AN (Remaining Works) in Aborlan, Palawan. 4 Completion of the Works is required One Hundred Eighty (180) Calendar Days. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from NIA MIMAROPA Regional Office, Brgy. Bayanan II, Calapan City, Oriental Mindoro and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM; Monday to Thursday. 5) A complete set of Bidding Documents may be acquired by interested bidders on October 14, 2026 to November 4, 2026, 8:59 AM from the address below upon presentation of Letter of Intent, valid PCAB License with “Medium A” (Irrigation or Flood Control), Certificate of Site Inspection (conducted by contractor/ authorized representative with NIA personnel) and payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of (PHP 50,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The NIA MIMAROPA Regional Office will hold a Pre-Bid Conference on October 21, 2026, 9:00 AM at NIA MIMAROPA Training Center, Brgy. Bayanan II, Calapan City, Oriental Mindoro and/or through video conferencing via google meet link which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below on or before November 4, 2026, 8:59 AM. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on November 4, 2026, 9:00 AM at NIA MIMAROPA Training Center, Brgy. Bayanan II, Calapan City, Oriental Mindoro and/or via google meet link. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The NIA MIMAROPA Regional Office is located at Brgy. The award criterion is the Lowest Calculated and Responsive Bid (LCRB). 11) The NIA MIMAROPA Regional Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
