Republic of the Philippines Province of Surigao del Sur City of Bislig Barangay Labisma INVITATION TO BID FOR PBD 02-2026 Purchase of Materials for Completion of Labisma Health Center The Barangay Local Government Unit of Labisma, through the General Fund 2026, intends to apply the sum of TWO HUNDRED THIRTY-SEVEN THOUSAND SIX HUNDRED THIRTY-THREE PESOS ONLY & 49/100 (Php 237,633.49) being the Approved Budget for the Contract (ABC) to payments under the contract for Purchase of Materials for Completion of Labisma Health Center. Bids received in excess of the ABC shall be automatically rejected at bid opening. 1) The Barangay Local Government Unit of Labisma now invites bids for Purchase of Materials for Completion of Labisma Health Center using the competitive bidding and LCRB Award Criteria. Delivery of the Goods requires Fifteen (15) Calendar Days upon receipt of Notice to Proceed. Bidders should have completed, at least Five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 2) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 3) Interested Bidders may obtain further information from the BAC Secretariat and inspect the Bidding Documents at the address given below during office hours from Monday to Friday at 8:00 AM – 5:00 PM. 4) A complete set of Bidding Documents may be acquired by interested Bidders on October 14, 2026, 8am – 5pm to October 21, 2026, 5:00pm from the address given upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five hundred pesos only (Php 500.00). The Procuring Entity shall allow the bidder to deposit at the Barangay Labisma DBP Account 0-01204-851-7 and present its proof of payment for the fees in person or through electronic means. The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity https://bislig.gov.ph/bids-and-awards-2026/, provided, that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 5) The Barangay Local Government Unit of Labisma will hold a Pre-Bid Conference on October 22, 2025, 9:00 AM at Sitio Danipas Session Hall, Barangay Labisma, Bislig City, which shall be open to prospective Bidders. Note: Since the Approved Budget for the Contract (ABC) of this project (₱237,633.49) falls below the ₱10,000,000.00 Procurement of Goods threshold, mandatory video recording of conferences and public livestreaming are not legally required under Section 38 of R.A. No. 12009. However, the BAC shall record sessions internally for transparency and make the minutes available upon request. 6) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before November 03, 2026, 5:00PM. Late bids shall not be accepted. 7) All Bids must be accompanied by Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 8) Bid opening shall be on November 04, 2026, 9:00 AM at the given address. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. The same shall be observed during the Preliminary and Opening of bids, as stated in Paragraph 6 of this Invitation to Bid. 9) The Barangay Local Government Unit of Labisma reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
