The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the lowest calculated bid. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR). The BAC will issue to prospective bidders Eligibility Forms at the BAC Secretariat, City Legal Office, Cadiz City, upon their payment of a non-refundable amount of Five Thousand Pesos (P5,000.00) to the Cadiz City Cashier. BAC reserves the right to review the qualifications of the bidders after the bidding and before the contract is executed. Should such review uncover any misrepresentation made in the eligibility statements, or any changes in the bidder’s situation as to materiality downgrade the substance of such statements, the BAC shall disqualify the bidder upon due notice without any obligation whatsoever for any expense or loss that may be incurred by it in the preparation and submission of its eligibility statements and bid. The Bids and Awards Committee through the General Fund intends to apply the sum of EIGHT MILLION NINE HUNDRED SIXTY FIVE THOUSAND PESOS (P8,965,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Installation of Wet Standpipe System (WSPS), Cadiz City Hall 2, Cadiz City”. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Bids and Awards Committee now invites bids for “Installation of Wet Standpipe System (WSPS), Cadiz City Hall 2, Cadiz City”. Completion of the Works is required Ninety (90) calendar days. Bidders should have completed, within Five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3. Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information from Bids and Awards Committee and inspect the Bidding Documents at the address given below from 8:00 o’clock in the morning until 5:00 o’clock in the afternoon. 5. A complete set of Bidding Documents may be acquired by interested bidders on October 14 – November 3, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of P10,000.00. 6. The Bids and Awards Committee will hold a Pre-Bid Conference on October 20, 2026 at Conference Room, BAC Office, Cadiz City, which shall be open to prospective bidders. 7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before November 4, 2026 at 9:00 o’clock in the morning. Late bids shall not be accepted. 8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on November 4, 2026 at Conference Room, BAC Office, Cadiz City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10. Bids through electronic submission will not be considered and accepted, only physical bids will be accepted on the day of the scheduled bidding. All prospective bidders must possess a valid Philippine Contractors Accreditation Board (PCAB) License and with one (1) year specialization in Fire Protection Work and Electric-Mechanical Work. 11. The Bids and Awards Committee reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
