Republic of the Philippines Province of Quezon CITY GOVERNMENT OF TAYABAS INVITATION TO BID FOR PROJECT # 26-086 CONSTRUCTION OF MULTI-PURPOSE BUILDING INTENDED FOR PNP TRAINING FACILITY – BRGY. ANOS, CITY OF TAYABAS 1) The City Government of Tayabas, through the 20% Development Fund Continuing 2026 intends to apply the sum of Nine Million Nine Hundred Ninety-Eight Thousand Three Hundred Thirty-Nine Pesos and 65/100 (Php 9,998,339.65) being the Approved Budget for the Contract (ABC) to payments under the contract for each lot. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. 2) The City Government of Tayabas now invites bids for PROJECT # 26-086 CONSTRUCTION OF MULTI-PURPOSE BUILDING INTENDED FOR PNP TRAINING FACILITY – BRGY. ANOS, CITY OF TAYABAS .4 Completion of the Works is required within Two Hundred Fifteen (215) Calendar Days upon receipt of Notice to Proceed. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. 4) Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 5) The contract will be awarded to the Lowest Calculated Responsive Bid (LCRB). 6) Interested bidders may obtain further information from City Government of Tayabas and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m. 7) A complete set of Bidding Documents may be acquired by interested bidders on October 14, 2026 (Wednesday) from the address given below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (P 10,000.00). 8) It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 9) The City Government of Tayabas will hold a Pre-Bid Conference on October 21, 2026 (Wednesday)10:00 a.m. at Bids and Awards Committee Office, 2nd floor New City Hall Building, Brgy. Baguio, Tayabas City, which shall be open to prospective bidders. 10) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below] on or before November 03, 2026 (Tuesday)10:00 a.m..
