No: 888-2328 local 1214/1212/1210 Invitation to Bid for the Supply of Labor, Materials and Incidentals for the Improvement of Eco-Friendly Sewage Treatment System, Mariano Jesus Cuenco Memorial Hospital, Malabuyoc, Cebu 1) The Province of Cebu, through the 2026 General Fund intends to apply the sum of FIVE MILLION EIGHT HUNDRED FIFTY-EIGHT THOUSAND TWENTY-SIX PESOS AND 62/100 (Php5,858,026.62) being the Approved Budget for the Contract (ABC) to payments under the contract for the SUPPLY OF LABOR, MATERIALS AND INCIDENTALS FOR THE IMPROVEMENT OF ECO-FRIENDLY SEWAGE TREATMENT SYSTEM, MARIANO JESUS CUENCO MEMORIAL HOSPITAL, MALABUYOC, CEBU. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Province of Cebu through its Bids and Awards Committee now invites bids for SUPPLY OF LABOR, MATERIALS AND INCIDENTALS FOR THE IMPROVEMENT OF ECO-FRIENDLY SEWAGE TREATMENT SYSTEM, MARIANO JESUS CUENCO MEMORIAL HOSPITAL, MALABUYOC, CEBU under ID No. Adv CPG-26STP006. Completion of the Works is required for ONE HUNDRED SIXTY-FIVE (165) calendar days. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from BAC Secretariat and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M., Monday to Friday. 5) A complete set of Bidding Documents may be acquired by interested bidders on October 14, 2026 until November 10, 2026 from the address below {and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos [Php10,000.00].} It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Province of Cebu through its Bids and Awards Committee will hold a Pre-Bid Conference on Wednesday, October 28, 2026 at 10:00 A.M., BAC Conference Room, Ground Floor, Capitol Main Building, Cebu Capitol, Cebu City and/or through video conferencing via [insert website, application or technology to be used], which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the BAC Office, Ground Floor, Capitol Main Building, Cebu Capitol, Cebu City on or before 8:30 A.M., Tuesday, November 10, 2026. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on Tuesday, November 10, 2026 at 10:00 A.M., BAC Conference Room, Ground Floor, Capitol Main Building, Cebu Capitol, Cebu City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) Per approved BAC-Infrastructure resolution, the Province of Cebu requires the following: BAC-Infrastructure Resolution No. 25-016 Series of 2025: Post-qualified bidder with no Cebu office shall be required to establish a Branch or Satellite Office in Cebu, to be operational from issuance of the Notice of Post-qualification until the end of the warranty period of his awarded contract. BAC-Infrastructure Resolution No. A-26-01 Series of 2026: Submission of a duly signed Certificate of Site Inspection (COSI) as a pre-requisite before a prospective bidder is allowed to participate in the Pre-Bid Conference, ensuring that questions raised during the conference are based on actual site familiarization, and part in the technical documents that will be submitted during the Submission and Opening of Bids. The Provincial Engineering Office is directed to facilitate the issuance of the COSI, ensuring it is signed by an authorized representative to verify the date and time of the site visit. 11) The Province of Cebu reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
