The Clark International Airport Corporation (CIAC), through the Corporate Budget CY 2026, intends to apply the sum of One Hundred Million Ten Thousand Eight Hundred Seventy-Four and 91/100 Pesos (Php100,010,874.91), VAT Zero-Rated, being the Approved Budget for the Contract (ABC) to payments under the contract for the REDEVELOPMENT AND CONSTRUCTION OF CLARK PICNIC GROUNDS AT CLARK CIVIL AVIATION COMPLEX (CCAC) - PHASE 2. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The CIAC now invites bids for the procurement of the REDEVELOPMENT AND CONSTRUCTION OF CLARK PICNIC GROUNDS AT CLARK CIVIL AVIATION COMPLEX (CCAC) - PHASE 2.
Completion of the Works is required within Three Hundred Sixty-Five (365) Calendar Days; reckoned from the date stated in the Notice to Proceed (NTP) to be issued to the Winning Bidder. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, Section II – Instruction to Bidders (ITB).
Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from CIAC and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m., Monday to Friday.
A complete set of Bidding Documents may be acquired by interested bidders on 15 October 2026 (Thursday) until the deadline of submission of bids from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos and 00/100 (Php 50,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The CIAC will hold a Pre-Bid Conference on 26 October 2026 (Monday), 10:00AM at the CIAC Corporate Office Building, Civil Aviation Complex, Clark Freeport Zone, Pampanga, Philippines 2023 and/or through video conferencing via Zoom, which shall be open to prospective bidders.
Bids must be duly received by the Special Bids and Awards Committee (SBAC) Secretariat through manual submission at the Records Management Office, CIAC Corporate Office Building, Civil Aviation Complex, Clark Freeport Zone, Pampanga, Philippines 2023 on or before 09 November 2026 (Monday), 10:00AM. Late bids shall not be accepted.
All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
Bid opening shall be on 09 November 2026 (Monday), 10:15AM CIAC Corporate Office Building, Civil Aviation Complex, Clark Freeport Zone, Pampanga, Philippines 2023 and/or Zoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
Each Bidder shall submit one (1) original copy and two (2) certified true copies of its bid.
CIAC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
