  • The City Government of Malabon, through the Capital Outlay – Communication Equipment included in the 2026 SEF Annual Budget (AB) pursuant to LSB Resolution No. 09-2025 intends to apply the sum of FIVE MILLION EIGHT HUNDRED THOUSAND PESOS AND 4/100 (PhP5,800,000.04) being the Approved Budget for the Contract (ABC) to payments under the contract for the PROVISION OF MOBILE SOUND SYSTEM FOR THE ENHANCEMENT OF SDO CONFERENCE HALL, SCHOOLS, AND SDO FUNCTIONAL DIVISION (2ND RE-BIDDING). Bids received in excess of the ABC shall be automatically rejected at bid opening.
  • The City Government of Malabon now invites bids for the PROVISION OF MOBILE SOUND SYSTEM FOR THE ENHANCEMENT OF SDO CONFERENCE HALL, SCHOOLS, AND SDO FUNCTIONAL DIVISION (2ND RE-BIDDING) using competitive bidding as a mode of procurement using Lowest Calculated Responsive Bid (LCRB) as an award criterion. Delivery of the Goods is required within sixty (60) calendar days after receipt of the Notice to Proceed. Bidders should have completed at least five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
  • Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

  • Interested bidders may obtain further information from Bids and Awards Committee Secretariat and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m. except non-working days (i.e. Saturday and Sunday), legal holiday, or special non-working holiday, or other nonworking days duly declared by the President, Governor, Mayor or other Government Official authorized to make such declaration.
  • A complete set of Bidding Documents may be acquired by interested bidders from OCTOBER 26, 2026, to NOVEMBER 09, 2026, from the address below, in the amount of Ten Thousand Pesos (PhP10,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

  • The City Government of Malabon will hold a Pre-Bid Conference on OCTOBER 26, 2026, at 10:00 a.m. onwards at BAC Conference Room, Eighth (8th) Floor, Malabon City Hall, F. Sevilla Blvd., Brgy. Tañong, City of Malabon, and/or through video conferencing via Zoom Platform, which shall be open to prospective bidders.
  • Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission to the address indicated below, on or before NOVEMBER 09, 2026, at 9:00 a.m. Late bids shall not be accepted.
  • All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
  • Bid opening shall be on NOVEMBER 09, 2026, at 10:00 a.m. onwards at BAC Conference Room, 8th Floor, Malabon City Hall, F. Sevilla Blvd., Brgy. Tañong, City of Malabon. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
