IMPROVEMENT/PROVISION OF FURNITURE AND FIXTURES AT FORESTANCIA RESORT

INVITATION TO BID (INFRASTRUCTURE PROJECT) The Local Government Unit of Malangas, Zamboanga Sibugay, through its Bids and Awards Committee (BAC), invites interested and qualified contractors to bid for the project described below, pursuant to the provisions of Republic Act No. 12009, otherwise known as the New Government Procurement Act (NGPA), and its Implementing Rules and Regulations (IRR): 1. Name of Project: IMPROVEMENT/PROVISION OF FURNITURE & FIXTURES AT FORESTANCIA RESORT Location: Barangay Candiis, Malangas, Zamboanga Sibugay Approved Budget for the Contract (ABC): PHP 6,532,483.89 Contract Duration: 60 Calendar Days Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The procurement of the project shall be conducted through Public Bidding, using a single-stage, two-envelope procedure, as provided under RA 12009 and its IRR. 3. Interested bidders must have completed, within the period specified in the Bidding Documents, a contract similar to the project. Bidders must also possess valid and current PCAB license, PhilGEPS registration, and other eligibility requirements as stated in the Bidding Documents. 4. Bidding Documents may be acquired by interested bidders upon payment of the applicable non-refundable fee of Php. 10,000.00, from October 23-29, 2026, during office hours at: BAC Secretariat Local Government Unit of Malangas Municipal Hall, Barangay Candiis, Malangas, Zamboanga Sibugay 5. The Pre-Bid Conference shall be held on October 23, 2026 (Friday), 2:00 P.M at Conference Room, Municipal Hall, Malangas, Zamboanga Sibugay. Attendance shall be in accordance with the provisions of the IRR of RA 12009. Prospective bidders who will be represented by an authorized representative shall ensure that such representative presents a valid Identification Card and duly notarized Special Power of Attorney (SPA) authorizing them to attend the Pre-Bid Conference, Purchase Bid Documents and act on behalf of the bidder. A bidder’s representative who fails to present a duly notarized Special Power of Attorney (SPA) and a valid government-issued identification card shall not be recognized as an authorized representative and shall not be permitted to participate in the Pre-Bid Conference or Opening of Bids, nor to purchase the Bidding Documents on behalf of the prospective bidder. 6. Submission and Opening of Bids shall be as follows: Deadline for Submission of Bids: 12:00 Noon of November 5, 2026 Opening of Bids: November 5, 2026 at 2:00 P.M Venue: Conference Room, Municipal Hall, Malangas, Zamboanga Sibugay Bids shall be opened in the presence of bidders’ representatives who choose to attend. 7. The LGU of Malangas reserves the right to reject any or all bids, declare a failure of bidding, or not award the contract, in accordance with RA 12009 and its IRR, without incurring any liability to the affected bidder or bidders.
