The NIA MOMARO IMO, through the GENERAL APPROPRIATIONS ACT CY 2019 intends to apply the sum of FOUR MILLION THREE HUNDRED THIRTY-TWO THOUSAND FIVE HUNDRED SEVENTEEN PESOS AND 24/100 (₱4,332,517.24) being the Approved Budget for the Contract (ABC) to payments under the contract for SUPPLY AND DELIVERY OF MATERIALS FOR BONGABONG RIP CY2019 PACKAGE 1 (COMPLETION WORKS) with Project Identification Number MOMARO-SDMBRIP2019P1CW-4.333M-CY2026 located in Roxas, Oriental Mindoro. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The NIA MOMARO IMO now invites bids for the above Procurement Project . Delivery of the Goods is required One Hundred Twenty-Two (122) calendar days. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB).
Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from NIA MOMARO IMO and inspect the Bidding Documents at the address given below from Monday to Thursday 8:00 AM to 5:00 PM.
A complete set of Bidding Documents may be acquired by interested bidders on October 16, 2026 to November 9, 2026, 9:00AM from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱5,000.00. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The NIA MOMARO IMO will hold a Pre-Bid Conference on October 26, 2026, 10:00 AM at BAC Conference Room of NIA MOMARO IMO, Bayanan II, Calapan City, Oriental Mindoro and/or through video conferencing/webcasting via Google Meet, which shall be open to prospective bidders.
Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before November 9, 2026, 10:00 AM. Late bids shall not be accepted.
All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
Bid opening shall be on November 9, 2026, 10:01 AM at the given address below and/or via through videoconferencing/webcasting via Google Meet. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
Bidders with negative 15% slippage of any on-going contract or at least 10% slippage in each of two (2) or more contracts will be automatically disqualified.
The award criterion for this procurement is Lowest Calculated Responsive Bid (LCRB)
The NIA MOMARO IMO reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
