INVITATION TO BID FOR PROCUREMENT OF INFRASTRUCTURE PROJECT – CONSTRUCTION OF PUMPING STATION FACILITIES AND TRANSMISSION PIPELAYING FOR BARANGAYS BOGANGA, GADONGAN & KILALA PERMANENT SHELTERS 1) The Local Water Utilities Administration (LWUA), through the National Disaster Risk Reduction and Management Funds (PhP74,357,900.00-Program of Work [POW]), FY2018 General Appropriations Act, intends to apply the sum of SEVENTEEN MILLION SEVEN HUNDRED EIGHTY-THREE THOUSAND NINE HUNDRED FIFTY-FOUR PESOS AND NINETY-SEVEN CENTAVOS (PhP17,783,954.97) as follows: LOT NO. Kilala Permanent Shelters 26-007C 1 LOT 7,110,701.49 Being the ABC to payments under the contract of each lot. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. 2) The LWUA Bids and Awards Committee (BAC), now invites bids for the above Procurement project. Completion of the Works is required in Ninety (90) Calendar Days for each lot. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of Republic Act No. 12009, otherwise known as the “New Government Procurement Act” (NGPA). Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from LWUA BAC Secretariat and inspect the Bidding Documents at the address given below from Monday to Thursday 8:00 am to 5:00 pm. 5) A complete set of Bidding Documents may be acquired by interested bidders starting 19 October 2026 during office hours (8:00 am to 5:00 pm) from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount shown below: LOT NO. Philippine Standard Time (PST) at the Ground Floor, Bidding Room, LWUA Building, Local Water Utilities Administration, Katipunan Avenue, Pansol, Quezon City and/or through video conferencing/webcasting via Zoom, which shall be open to prospective bidders. Interested Bidders may join the online conference provided they submit to LWUA BAC Secretariat their or their representative’s email address before the date and time of pre-bid conference. To facilitate monitoring of participants to the video conferencing facility, a maximum of one (1) authorized representative from the participating Bidder shall be allowed access to the video conference/webcasting proceedings. 7) Bids must be duly received by the BAC Secretariat through manual submission at the BAC Secretariat Office, LWUA Building, Local Water Utilities Administration, Katipunan Avenue, Pansol, Quezon City on or before 09 November 2026, 10:00 A.M. PST. Late bid shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on 09 November 2026 at 10.00 A.M. PST at the Ground Floor, Bidding Room, LWUA Building, Local Water Utilities Administration, Katipunan Avenue, Pansol, Quezon City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The Bidders shall submit the First Bid Envelope containing one (1) set of Technical Documents intended for each lot, arranged, numbered and tabbed according to Section IX- Philippine Bidding Documents Related Forms. The Bidder shall submit the Second Bid Envelope (Financial Proposal) on a per lot basis. All pages of the financial proposals must be duly signed by the bidder or authorized representative. Each Bidder shall submit one (1) original and three (3) duplicate copies of the First and Second Bid Envelopes of its bid. The Bidders shall sign the seal of their respective bid envelopes prior to submission. Example: If the Bidder intends to bid for three (3) lots, the bidder shall submit the following: a. One (1) original copy of the 1st and 2nd Bid Envelopes of its bid for each lot; and b. Three (3) duplicate copies of the 1st and 2nd Bid Envelopes of its bid per lot. Bidders shall enclose their technical documents in one sealed envelope marked “TECHNICAL COMPONENT”, and the financial component in another sealed envelope marked “FINANCIAL COMPONENT”, sealing them all in an outer envelope marked “BID.” In the event that two or more bidders are determined and declared as the Lowest Calculated Bid (LCB) after bid evaluation, the procuring entity shall resolve the tie through the drawing of lots. The procedure for the drawing of lots will be conducted in the presence of the concerned bidders’ authorized representatives, and the result shall be final. 11) The LWUA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
