Invitation to Bid 1. The National Irrigation Administration, through the Government of the Philippines (GOP), GAA 2026 intends to apply the sum of Eighty Eight Million One Hundred Three Thousand One Hundred Thirty-Seven Pesos and 96/100 (₱ 88,103,137.96) being the Approved Budget for the Contract (ABC) to payments under the contract for the Installation and Commissioning of Electromechanical Works with Contract No. LMC-2026-LARPIS OMNISPIS-ASDI-IMO-002-RO. Bids received in excess of the ABC shall be automatically rejected at bid opening. 1. ITB No. : LMC-2026-LARPIS OMNISPIS-ASDI IMO-002-RO Name of Project : OMNISPIS-LARPIS Location : Aupagan, Butuan City Name of Contract : Installation and Commissioning of Electromechanical Works License Category : GENERAL ENGINEERING B Size Range : Medium “A” in Irrigation and Flood Control with a Specialty in Electrical Works and Mechanical Works, Medium A in Electrical Works & Mechanical Works Fund Source : GAA–2026 SLCC : ₱ 44,051,568.98 Bid Documents Fee : ₱ 50,000.00 2. The National Irrigation Administration-Regional Office XIII now invites bids for the above-mentioned projects. Completion of the Works is required as specified above. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB). 3. Bidding will be conducted through competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information from the National Irrigation Administration-Regional Office XIII and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM office hours, during Monday to Thursday only. 5. A complete set of Bidding Documents may be acquired by interested bidders from October 19, 2026 until November 6, 2026 from the address below and upon payment of the applicable fee to the NIA Cashier for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of as indicated above. It may be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6. The National Irrigation Administration-Regional Office XIII will hold a Pre-Bid Conference on October 26, 2026 at 1:00 PM at the NIA, Main Building Conference Hall, Bancasi, Butuan City and through video conferencing via google meet at https://meet.google.com/uan-yhaw-ejj. The Conference shall be open to prospective bidders registered with and classified by the Philippine Contractors Accreditation Board (PCAB) under the license category and classification as indicated on the above table. 7. Bids must be duly received by the BAC-A Secretariat through manual submission at the address indicated below on or before November 9, 2026 at 9:00 A.M. The bidder’s authorized representative shall present a valid company ID and either a Special Power of Attorney (SPA) or a Secretary’s Certificate, supported by a Board Resolution, as applicable, to the BAC-A Secretariat as proof of authority to submit the bid on behalf of the bidder. Late bids shall not be accepted. 8. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on November 9, 2026, at 1:00 PM at the NIA, Main Building Conference Hall, Bancasi, Butuan City, through NIA Caraga Official Facebook page live streaming at https://www.facebook.com/NIA.Caraga13, Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10. If at the time of post qualification procedure, the BAC verifies that any of the deficiencies is due to the Contractor’s fault or negligence pursuant to Section 63.3 of R.A. 12009, the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject to be bid. 11. The National Irrigation Administration-Regional Office XIII reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009, without thereby incurring any liability to the affected bidder or bidders. 12.
