INVITATION TO BID FOR Catering Services 1) The Provincial Government of Sorsogon, through the General Fund F.Y. 2026 intends to apply the sum of Four Million Six Hundred Fifty-Five Thousand Nine Hundred Fifty Pesos (P4,655,950.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Catering Services”, as follows: Project Name : Catering Services Project Description : Catering Services for 8-Day Event Project Reference No. : GO-26-10-113 Implementing Office : GO ABC : Php 4,655,950.00.00 Duration : 8 Calendar Days Source of Fund : General Fund Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Provincial Government of Sorsogon now invites bids for “Catering Services for 8-Day Event” . Delivery of the Goods is required for 8 calendar days after receipt of the Notice to Proceed (NTP). Bidders should have completed, at least 3 years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from Provincial Bids and Awards Committee of the Provincial Government of Sorsogon and inspect the Bidding Documents at the address given below from 9:00am to 3:00pm Only. 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 16, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (P5,000.00). 6) The Provincial Government of Sorsogon will hold a Pre-Bid Conference on October 23, 2026, at 2:00 P.M. at the Conference Room 3, 2F, Capitol Building, Capitol Compound, Sorsogon City, which shall be open to prospective Bidders. 7) Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before November 04, 2026, at 12:00 N.N.. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on November 04, 2026 at 02:00 P.M. at the Conference Room 3, 2F, Capitol Building, Capitol Compound, Sorsogon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. For public information, the opening of the bid conference shall be livestreamed via the official YouTube account of the Sorsogon PBAC: https://www.youtube.com/@SorsogonProvincialBidsandAward 10) Interested bidder, upon submission of the letter of intent, is directed to bring with him and present to the Committee the original copies of Department of Trade and Industry (DTI) Certificate, Securities and Exchange Commission (SEC) Certificate, or Cooperative Development Authority (CDA) Certificate, whichever is applicable, Mayor’s Permit, Tax Clearance, Certificate of PhilGEPS Registration and a copy of Completed Similar Project. Further, should a person represent the bidder, he must be duly authorized by the latter through a duly notarized Special Power of Attorney, Secretary’s Certificate, or Board/Partnership Resolution, whichever is applicable and bring with him the above stated documents to be presented to the Committee for the purpose of verification of its authenticity. 11) The Provincial Government of Sorsogon reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
