INVITATION TO BID Design, Development, Configuration, Supply, Delivery, Installation, Testing, Migration, Implementation and Operational Support of the Next Generation Credit Information System (NextGen CIS / CIS 2.0) Project No. 2026-CIMS(021)-CD-0039 1) The Credit Information Corporation (CIC) through the Corporate Budget for FY 2026 intends to apply the sum of One Hundred Fifty Million and 00/100, Philippine Peso, (PhP150,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Design, Development, Configuration, Supply, Delivery, Installation, Testing, Migration, Implementation and Operational Support of the Next Generation Credit Information System (NextGen CIS / CIS 2.0). Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Credit Information Corporation (CIC) now invites bids for Design, Development, Configuration, Supply, Delivery, Installation, Testing, Migration, Implementation and Operational Support of the Next Generation Credit Information System (NextGen CIS / CIS 2.0) using fit-for-purpose procurement strategy. Delivery of the Goods is required within Eighteen (18) months upon receipt of Notice to Proceed. Bidders should have completed, at least Five (5) Years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive dialogue procedures using a nondiscretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from CIC Finance and Administration Group – Procurement Unit and inspect the Bidding Documents at the address given below from Monday to Friday; from 8:00 AM to 5:00 PM. 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 16, 2026, from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (PhP50,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the CIC website (https://cic.gov.ph), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 9 Credit Information Corporation Landbank of the Philippines Current Account No. 1802-1032-27 Bidder shall send the accomplished Bidder’s Information Sheet (Appendix A) and the receipt or proof of payment to the Secretariat at the email address provided below for validation. Once validated, an e-copy of the Official Receipt will be emailed to them. 6) The Credit Information Corporation will hold a Pre-Bid Conference October 26, 2026; 1:30 P.M. at Credit Information Corporation, 4F, Exchange corner building, 107 V.A Rufino St., corner Esteban St. Legaspi Village, Makati City and through video conferencing or webcasting., which shall be open to eligible Bidders. 7) Bids (Hard copy of Bids - 1 Original and 1 Photocopy) must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at 4F, Exchange corner building, 107 V.A Rufino St., corner Esteban St. Legaspi Village, Makati City, on or before November 4, 2026; 1:00 PM. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on November 4, 2026; 1:30 P.M. at Credit Information Corporation, 4F, Exchange corner building, 107 V.A Rufino St., corner Esteban St. Legaspi Village, Makati City and through video conferencing or webcasting. Bids will be opened in the presence of the Bidders’ one (1) representative who chooses to attend the activity. For the purpose of constituting a quorum, both the physical and virtual presence of the BAC and TWG members shall be considered pursuant to GPPB Resolution No.9-2020. 10) The Bid Evaluation determine the eligibility of the prospective bidders in accordance with Section 52 of this IRR, and the initial technical proposals shall be evaluated using a “pass or fail” criterion to determine whether the same meet the minimum technical requirements of the Procuring Entity. Eligible bidders whose technical proposals meet the required minimum standards shall then be invited to participate in the dialogue. The Final Technical Evaluation and Award Criteria are Most Economically Advantageous Bid (MEAB) and Most Economically Advantageous and Responsive Bid (MEARB). 11) The Credit Information Corporation reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
