Lingad Memorial Generoral Hospital (JBLMGH), through the Internally Generated Fund intends to apply the sum of Seventy-One Million Four Hundred Seventy-Eight Thousand Six Hundred Eighty-Four Pesos and 76/100 (PhP 71,478,684.76) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Two-storey Material Recovery Facility with Water Collection Storage and Distribution System IB No. 2026-11-09 (66). Bids received in excess of the ABC shall be automatically rejected at bid opening 2) The JBLMGH now invites bids for the above Procurement Project. Completion of the Works is required within Three Hundred (300) Calendar Days. Bidders should have completed, within the period of ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from JBLMGH and inspect the Bidding Documents at the address given below from 8:00AM – 5:00PM, Monday to Friday. 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 17, 2026 to November 09, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (PhP 50,000.00); Cash or Cashier’s / Manager’s Check payable under the name of the Procuring Entity. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The JBLMGH will hold a Pre-Bid Conference on October 26, 2026 at 10:00AM and through video conferencing via Google Meet (the link will be provided in the confirmation message after submission of registration in Google Form: https://forms.gle/g2AFKAKniRTFknRz6), which shall be open to prospective Bidders. All participants must confirm their attendance by filling out the online registration form mentioned. In relation thereto, upon entering the Microsoft Teams room, the account must be renamed with the participant’s name and agency or company name. Only one (1) representative shall be allowed to attend the Pre-Bid Conference. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the BAC Office, 4th Floor, Hospital Operations and Patient Support Service Building, JBLMGH, Dolores, City of San Fernando, Pampanga on or before November 09, 2026 at 10:00AM. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on November 09, 2026 at 10:00AM at BAC Office, 4th Floor, Hospital Operations and Patient Support Service Building, JBLMGH, Dolores, City of San Fernando, Pampanga. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The JBLMGH reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
