Republic of the Philippines Province of Pangasinan Municipality of Infanta BIDS AND AWARDS COMMITTEE Invitation to Bid for PROJECT LIWANAG I: REVITALIZATION AND BEAUTIFICATION OF MUNICIPAL PUBLIC PLAZA AT BRGY. POBLACION, INFANTA, PANGASINAN Project Identification No. IP-2026-10-045-CW 1.The Municipality of Infanta, Pangasinan, through the Budget for the Contract Approved by the Sanggunian through its 20% Municipal Development Fund, FY 2026 intends to apply the sum of THREE MILLION NINE HUNDRED NINETY-NINE THOUSAND EIGHT HUNDRED SEVENTEEN PESOS & 50/100 ONLY (₱3,999,817.50) being the Approved Budget for the Contract (ABC) to payments under the contract for PROJECT LIWANAG I: REVITALIZATION AND BEAUTIFICATION OF MUNICIPAL PUBLIC PLAZA AT BRGY. POBLACION, INFANTA, PANGASINAN. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2.The Municipality of Infanta, Pangasinan now invites bids for the above-cited procurement project. Completion of the Works is required within Sixty-Four (64) calendar days. Bidders should have completed, within 2 years from the date of submission and receipt of bids a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3.Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of the New Government Procurement Act (NGPA) or RA 12009. 4.Interested Bidders may obtain further information from Municipality of Infanta, Pangasinan - BAC and inspect the Bidding Documents at the address given below during 7:00 A.M. to 6:00 P.M. every Monday to Thursday. A complete set of Bidding Documents may be acquired by interested Bidders on October 19, 2026, from the given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱ 5,000.00. Payment of Bidding Documents shall be made at the office of the Municipal Treasurer. The Procuring Entity shall allow the bidder to present its proof of payment for the fees and it will be presented in person. 5.The Municipality of Infanta, Pangasinan - BAC will hold a Pre-Bid Conference on October 26, 2026, 9:30 A.M. at the Conference Room, 3/F, Municipal Hall, Infanta, Pangasinan. 6.Bids must be duly received by the BAC Secretariat through manual submission at the address below, on or before November 9, 2026, 9:30 A.M. Late bids shall not be accepted. 7.All Bids must be accompanied by bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 8.Bid opening shall be on November 9, 2026, 10:00 A.M. at the Conference Room, 3rd Floor, Municipal Hall Building, Infanta, Pangasinan. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 1)The Municipality of Infanta, Pangasinan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70[ Reservation Clause ] of R.A.
