Republic of the Philippines Province of Palawan Municipality of Balabac BIDS AND AWARDS COMMITTEE INVITATION TO BID
The Municipal Government of Balabac, through 20% MDF 2025 intends to apply the sum of One Million Four Hundred Ninety Nine Thousand Seven Hundred Ninety Four Pesos and 80/100 (Php. 1,499,794.80), being the Approved Budget for the Contract (ABC) to payments under the contract for the CONSTRUCTION OF STAGE AND PERIMETER FENCE AT PSU BARANGAY POBLACION 6, BALABAC, PALAWAN with solicitation number of (039-MUN-INFRA-26). Bids received in excess of the ABC shall be automatically rejected at bid opening.
The Municipal Government of Balabac now invites bids for Construction of Stage and Perimeter Fence at PSU Barangay Poblacion 6, Balabac, Palawan. Duration of the Works for is Seeventy Five (75) calendars days. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instruction to Bidders (ITB).
Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009 otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships or organization with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

A complete set of Bidding Documents may be purchased by interested Bidders on on October 17 to November 06, 2026, from the address below and and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Five Thousand pesos only (Php 5,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
Bids must be delivered to the address below on or before November 06, 2026 at 1:00PM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Claus 16
Bid opening shall be on November 06, 2026, 2:00PM at Municipal Hall, Balabac, Palawan. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted.
The Municipal Government of Balabac reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
