The Municipal Government of Manaoag, through its Bids and Awards Committee (BAC), invites eligible consultants to submit expressions of interest and short-listing documents for the preparation/updating of the municipality-wide CLUP, Integrated Zoning Ordinance, Ecosystem-CDRA and sectoral studies, and the Poblacion Urban Master Plan, with GIS mapping, stakeholder consultations and technical support for plan review, as specified in the Terms of Reference.
Expressions of Interest and short-listing documents must be received through manual submission at BAC Office, 3rd Floor, BOSS Building, Municipal Hall, Poblacion, Manaoag, Pangasinan on or before October 22, 2026, 1:00 P.M. The BAC will open the submissions at October 22, 2026, 1:15 P.M.. at the same venue. Services shall be performed within eight (8) months from the receipt of the Notice to Proceed, with review by external agencies addressed under the contract conditions.
Eligibility shall be examined using the non-discretionary pass/fail method under RA No. 12009 and its Implementing Rules and Regulations. The BAC shall shortlist up to three (3) qualified consultants; where fewer meet the eligibility and short-listing requirements, those qualified shall nevertheless be considered under IRR Section 53.1.2. Short-listing criteria (100 points): qualifications, relevant experience and availability of proposed key personnel—70; relevant experience and capability of the firm or, for newer firms, its principals/key staff—20; current workload relative to demonstrated capacity—10. A minimum short-listing score of 70 points shall apply; detailed objective rating standards appear in the Short-listing Data Sheet. Bidding is restricted to qualified Filipino consultants in accordance with the professional-practice and ownership requirements of IRR Section 52.4.3. Only short-listed consultants shall be invited to submit bids.
The procurement shall be conducted through Competitive Bidding, using Quality-Cost Based Evaluation (QCBE). Technical Proposals shall be evaluated first. The minimum passing technical rating shall be 70/100. The combined QCBE score shall use 80% Technical Proposal and 20% Financial Proposal. The detailed scoring system appears in the Bid Data Sheet. The contract shall be awarded to the Highest Rated Responsive Bid (HRRB), subject to negotiation and post-qualification under RA No. 12009.
The Request for Expression of Interest and both Parts I and II of the Bidding Documents shall be available from October 19, 2026 until the bid-submission deadline on November 12, 2026 via PhilGEPS and for inspection at BAC Office, 3rd Floor, BOSS Building, Municipal Hall, Poblacion, Manaoag, Pangasinan during regular office hours (8:00 a.m.–5:00 p.m., Monday–Friday, excluding holidays). A complete set of the Bidding Documents may be acquired upon payment of the applicable non-refundable fee of PHP 5,000.00 in accordance with GPPB guidelines. Proof of payment may be presented in person.
The deadline for submission of eligibility requirements for short listing will be on or before October 22, 2026 at 1:00 PM at BAC Office, 3rd Floor, BOSS Building, Municipal Hall. The schedule for the opening of short listing will be on October 22, 2026 at 1:15PM.
The BAC shall conduct a pre-bid conference on October 29, 2026, 10:00 A.M. at BAC Office, 3rd Floor, BOSS Building, Municipal Hall, Poblacion, Manaoag, Pangasinan . Attendance is encouraged but is not a condition for bidding. Short-listed consultants shall receive the Notice of Eligibility and Short-listing in accordance with the IRR.
Technical and Financial Proposals, in separate sealed envelopes, shall be received by the BAC Secretariat at BAC Office, 3rd Floor, BOSS Building, Municipal Hall, Poblacion, Manaoag, Pangasinan on or before November 12, 2026, 10:00 a.m.. Late bids shall not be accepted. Every bid must be accompanied by an acceptable bid security in the form, amount and validity specified in ITB Clause 16 and the Bid Data Sheet.
Technical bid opening will take place on November 12, 2026, 10:15 a.m. at BAC Office, 3rd Floor, BOSS Building, Municipal Hall, Poblacion, Manaoag, Pangasinan in the presence of attending bidders or their representatives. Financial Proposals will be opened separately and publicly only for consultants meeting the technical requirements, following the notification procedure and timing in the Bid Data Sheet.
The Municipal Government of Manaoag reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract on the grounds and under the conditions stated in the applicable provisions of RA No. 12009, its IRR and the Instructions to Bidders, without incurring liability to affected bidders. This does not dispense with any mandatory due-process, posting, or approval requirements.
